Charlotte: Two Shrimps That Became Dragons: The Rise of the Two Koreas and the Role of Germany and the United States

Dr. Bernhard J. Seliger has served as the Hanns Seidel Foundation’s Representative for the USA and Canada since January 2026. Previously, he served as the Foundation’s Resident Representative in Korea for more than two decades, focusing on Korean unification, peace and security in Northeast Asia, and regional geopolitics. He also implemented capacity-building projects in North Korea and is an associate of North Korean Review. He was named an honorary citizen of Seoul in 2006 and Gangwon Province in 2012. Dr. Seliger holds degrees in economics from Université de Paris I Panthéon-Sorbonne and Christian-Albrechts-University at Kiel, where he earned his doctorate in 1998, and completed his habilitation at Witten/Herdecke University in 2007. He is currently an honorary professor of economic policy, specializing in East Asian economies, at Zwickau University of Applied Sciences.
