The ACG, FGS Global, and the Freund des American Council on Germany will host a discussion and reception with Thomas Müller, Director-General for Drugs, Medical Devices, and Biotechnology at the German Federal Ministry of Health, and L. Daniel Mullaney, Former Assistant U.S. Trade Representative (AUSTR) for Europe and the Middle East.
Thomas Müller serves as the Director-General for Drugs, Medical Devices, and Biotechnology at the German Federal Ministry for Health, a position he has held since 2018. In this role, he is responsible for all matters related to medicines policy, including shaping the regulatory and reimbursement framework for pharmaceuticals.
Prior to his current post, Mr. Müller served as the Head of the Pharmaceutical Department of the Federal Joint Committee from 2007 to 2018, Germany’s central decision-making body in the statutory health insurance system. In that capacity, he played a key role in implementing the benefit assessment and pricing processes for new medicines (AMNOG), a landmark reform that fundamentally reshaped how innovative drugs are assessed and priced in the German market. Before his career in health policy, Mr. Müller held positions at Charité in Berlin and University Hospital Erlangen and led the hospital pharmacy at University Hospital Rostock. He studied medicine and pharmacy in Berlin and London.
L. Daniel Mullaney is a nonresident senior fellow at the Atlantic Council’s Europe Center and GeoEconomics Center. Most recently, he served as assistant US trade representative (AUSTR) for Europe and the Middle East from 2010 to 2023. Mr. Mullaney was chief negotiator for comprehensive trade agreements with the European Union (EU) and the United Kingdom, as well as trade lead for the US-EU Trade and Technology Council and was responsible for developing and implementing US trade policy in Europe, Eurasia, Russia, the Middle East, and North Africa.
Before assuming the post of AUSTR, Mr. Mullaney served as senior trade representative in the US Mission to the European Union in Brussels, where he was the principal voice for US trade policy in interactions with the EU institutions and EU member state governments, the public, and the international press. Prior to that posting, Mr. Mullaney was in USTR’s Office of General Counsel for seven years, where he represented the United States in dispute settlement proceedings at the World Trade Organization and led negotiations and acted as legal counsel for free trade and other agreements. Before joining USTR, Mr. Mullaney was in private practice for nearly twenty years, specializing in international trade law and litigation. He holds a BA from Amherst College, and a joint law/foreign service JD/MSFS degree from Georgetown University.
