Elected to the Inter-American Dialogue in 2021\, she regularly contributes to its publications on trade flows and the PRC’s influence on Latin America. Ms. Hariharan holds a bachelor’s degree summa cum laude in anthropology from Princeton University. \nDr. Mareike Ohlberg is a Senior Fellow in the Indo-Pacific Program at the German Marshall Fund of the United States and leads the Stockholm China Forum. She is based at GMF’s Berlin Office. Before joining GMF\, Dr. Ohlberg worked as an analyst at the Mercator Institute for China Studies\, where she focused on China’s media and digital policies as well as the Chinese Communist Party’s influence campaigns in Europe. Prior to that\, she was an An Wang postdoctoral fellow at Harvard University’s Fairbank Center for Chinese Studies and a postdoctoral fellow at Shih-Hsin University in Taipei. He reverted to an executive role after John Orchard stepped down in October 2024 following five years as Chief Executive Officer. \nMr. Marsh is a visiting Professor at Sheffield University and King’s College London. He is former co-founder\, chairman and deputy chairman of the German-British Forum. He was made Commander of the British Empire in 2000 and was awarded the German Order of Merit (Bundesverdienstkreuz) in 2003. \nHe started his career at Reuters in 1973 having graduated with a BA in chemistry from The Queen’s College Oxford. Between 1978 and 1995 he worked for the Financial Times in France and Germany\, latterly as European Editor in London. This shift is influencing transatlantic cooperation and the future of the international system that has shaped global affairs for the past eight decades. \nJoin 1014\, the American Council on Germany\, and Young Professionals in Foreign Policy for a discussion about the state of the transatlantic partnership at this critical juncture and the future of international order. We will be joined by foreign policy experts Robin Quinville and Peter Sparding for a timely discussion about how the United States and Europe can navigate an increasingly complex international landscape. \nRobin Quinville is the former Director of the Wilson Center’s Global Europe Program. She spent more than 30 years as a U.S. diplomat\, having served primarily in Europe — including postings to two multilateral organizations (the Organization for Security and Cooperation in Europe and NATO) and bilateral postings to Cyprus\, Bosnia\, Greece\, the United Kingdom\, and Germany. She also spent a year in Baghdad\, Iraq. In Washington\, she directed the Office of Western European Affairs at the Department of State and served as a Wilson Center State Department Fellow for a year. Her last foreign posting was as the Charge d’Affaires at the U.S. Embassy in Berlin\, Germany. \nMs. Quinville holds a master’s degree in international relations from the University of Chicago and a bachelor’s degree in political science from Smith College. She is widely recognized for her expertise in European affairs\, alliance politics\, and transatlantic cooperation. \nPeter Sparding is the Senior Vice President and Director of Policy at the Center for the Study of the Presidency and Congress (CSPC). In this role he manages CSPC’s work on economic security\, geotechnological competition\, and trade. Previously\, Mr. Sparding worked at the German Marshall Fund of the United States (GMF) in Washington\, DC and Berlin. \nHe has written about and analyzed U.S.–German relations and transatlantic economic and foreign policy ties for two decades. His first book “No Better Friend? Atkins\, Chairman of the U.S. Securities and Exchange Commission (1993 ACG Young Leader and Former Vice Chairman)\, moderated by Dan Gallagher\, Chief Legal\, Compliance and Corporate Affairs Officer of Robinhood Markets\, Inc. (2008 ACG Young Leader). \nFormer ACG Vice Chair Paul S. Atkins was sworn in as Chairman of the U.S. Securities and Exchange Commission (SEC) just under a year ago. He wasted no time and hit the ground running\, announcing that it is a “new day” at the SEC and advocating for the reinforcement of investor confidence and balanced regulatory change. He has emphasized the importance of strategic collaboration with international partners that share a commitment to innovation and regulatory clarity. As Chairman\, he noted that\, by working together\, the United States and Europe can strengthen their respective domestic economies while reinforcing the transatlantic partnership. He has been clear that cooperation between the SEC and the European securities regulators remains strong\, noting in particular the areas of enforcement and supervision of registrants. He has also highlighted the need for continued collaboration on several cross-border regulatory issues. \nChairman Atkins is a longtime advocate for regulation that is smart\, effective\, and appropriately tailored within the confines of statutory authority. His regulatory priorities include: (1) “Project Crypto”—advancing digital asset regulation through the establishment of clear “rules of the road” for the issuance\, custody\, and trading of crypto assets via formal rulemaking and guidance; (2) enhancing capital formation by making public offerings more attractive through the simplification and modernization of capital-raising pathways\, as well as potential rule amendments to expand investor access to historically private investments and offerings\, including possible updates to the accredited investor standard; (3) rationalizing disclosure practices by prioritizing material disclosures; and (4) addressing ESG-related disclosures and modernizing the shareholder proposal process. \nPaul S. Atkins was sworn into office as the 34th Chairman of the Securities and Exchange Commission on April 21\, 2025\, after being nominated by President Donald J. Trump on January 20\, 2025\, and confirmed by the U.S. Senate on April 9\, 2025. \nPrior to returning to the SEC\, Chairman Atkins was Chief Executive of Patomak Global Partners\, a company he founded in 2009. He helped lead efforts to develop best practices for the digital asset sector. He also served as an independent Director and non-executive Chairman of the board of BATS Global Markets\, Inc. from 2012 to 2015. \nChairman Atkins was appointed by President George W. Bush to serve as a Commissioner of the SEC from 2002 to 2008. During his tenure\, he advocated for transparency\, consistency\, and the use of cost-benefit analysis at the agency. Chairman Atkins also represented the SEC at meetings of the President’s Working Group on Financial Markets and the U.S.-EU Transatlantic Economic Council. From 2009 to 2010\, he was appointed a member of the Congressional Oversight Panel for the Troubled Asset Relief Program. \nBefore serving as an SEC Commissioner\, Chairman Atkins was a consultant on securities and investment management industry matters\, especially regarding issues of strategy\, regulatory compliance\, risk management\, new product development\, and organizational control. From 1990 to 1994\, he served on the staff of two chairmen of the SEC – Richard C. Breeden and Arthur Levitt – ultimately as Chief of Staff and Counselor\, respectively. He received the SEC’s 1992 Law and Policy Award for work regarding corporate governance matters. \nChairman Atkins began his career as a lawyer in New York\, focusing on a wide range of corporate transactions for U.S. and foreign clients\, including public and private securities offerings and mergers and acquisitions. He was resident for 2½ years in his firm’s Paris office and admitted as conseil juridique in France. \nA member of the New York and Florida bars\, Chairman Atkins received his J.D. from Vanderbilt University School of Law in 1983 and was Senior Student Writing Editor of the Vanderbilt Law Review. He received his A.B.\, Phi Beta Kappa\, from Wofford College in 1980. He was an American Council on Germany Young Leader in 1993 and served on the Board. In 2020\, he was elected Vice Chair of the ACG. Originally from Lillington\, North Carolina\, Chairman Atkins grew up in Tampa\, Florida. He and his wife Sarah have three sons. \n  \nDan Gallagher (Moderator) is the Chief Legal\, Compliance and Corporate Affairs Officer of Robinhood Markets\, Inc. Before joining Robinhood\, he was Partner and Deputy Chair of the Securities Department at international law firm WilmerHale where he advised corporate boards and management on the full range of legal and strategic issues\, and counseled financial services and accounting firms in investigations\, regulatory proceedings and policy matters. \nMr. Gallagher has an extensive background in financial markets and regulatory matters\, including serving as a Commissioner of the U.S. Securities and Exchange Commission (SEC) from 2011 to 2015. He held several other positions on the SEC staff prior to being appointed commissioner\, including deputy director and co-acting director of the division of trading and markets. Dan also previously served as the Chief Legal Officer at Mylan N.V.\, a leading global pharmaceutical company\, and as the president of a financial services consulting firm. \nMr. Gallagher is a fellow in the Columbia Law School’s Program in the Law and Economics of Capital Markets and serves on several advisory boards\, including the New Civil Liberties Alliance and the Institute for Law and Economics at the University of Pennsylvania. In addition\, he serves on the Board of Visitors at Catholic University of America\, Columbus School of Law. He was formerly a non-executive director of the Irish Stock Exchange and served on the board of the National Association of Corporate Directors (NACD). M. Kranen is Head of the Finance Division in the German Embassy in Washington D.C. After completing his studies in Cologne\, the graduate economist held numerous important positions during his career\, including personal advisor to the German Finance Minister Theo Waigel\, speechwriter and economic advisor to the German Federal President Horst Köhler\, as well as Senior Advisor to the International Monetary Fund for many years and financial advisor to the international organisations in Geneva. During the German G8 presidency\, he organised a high-level G8 meeting on the subject of remittances. During his time at the Federal Ministry of Finance\, he was actively involved in shaping parliamentary oversight of the European Stability Mechanism\, among other things. Before moving to Washington\, D.C. in August 2024\, Mr. Kranen was Head of Division in the European Department of the Federal Ministry of Finance. He also taught European and international management for several years as a lecturer at the Hochschule für Technik und Wirtschaft (htw) and the European School of Management and Technology (ESMT) in Berlin. \nDr. Samina Sultan is a Senior Economist for European Economic and Fiscal Policy at the German Economic Institute (IW). She studied economics at the Universities of Mannheim\, St. Gallen and Tübingen; she did her PhD at the Ludwig Maximilian University of Munich (LMU) and at the University of California\, Berkeley. Her research interests include trade\, trade policy\, Europe\, fiscal and industrial policies\, and China. \nDr. Steven E. Sokol has been the President of the American Council on Germany since 2015. Under his leadership\, the ACG has expanded its programming and deepened its policy engagement. This includes launching programs and activities designed to reach a wider audience\, such as virtual events\, podcasts\, a curated news digest\, and the popular Kaffeepause series\, where Dr. Sokol regularly meets with a Berlin-based journalist to talk about the news stories behind the headlines. \nHe served as President and CEO of the World Affairs Council of Pittsburgh from July 2010 until April 2015. While there\, he hosted a weekly radio program\, The Pittsburgh Global Press Conference\, which featured interviews with experts and thought leaders on international affairs and global events – and their local impact. Prior to that\, he was the Vice President and Director of Programs at the American Council on Germany for nearly eight years. \nDr. Sokol has more than 25 years of experience working with nonprofit organizations in Europe and the United States. He served as the Deputy Director of the Aspen Institute Berlin\, was the Head of the Project Management Department at the Bonn International Center for Conversion GmbH (BICC)\, and was a Program Officer in the Berlin office of the German Marshall Fund of the United States. Earlier in his career\, he worked at a law firm in Washington\, DC (Fulbright & Jaworski LLP)\, and later at a membership organization for local government officials (the International City/County Management Association\, ICMA). \nEurope has been important in Dr. Sokol’s personal and professional development: He grew up in England (from the age of 10 to 18) and studied and worked in Germany for more than 10 years. Dr. Sokol frequently comments on transatlantic relations and European and American political affairs in the U.S. and European media. \nHe holds a Doctorate in Law and Policy from Northeastern University as well as an M.A. in International Relations and International Economics from the Johns Hopkins University’s Paul Nitze School of Advanced International Studies (SAIS) and a B.A. from Wesleyan University. He also studied at the Ruprecht-Karls-Universität in Heidelberg and as a Fulbright Scholar at the Freie Universität in Berlin. As Bureau Chief\, she oversees reporting from across the United States\, consistently placing people at the center of her storytelling. Ms. Pohl has covered the Trump presidency closely as a member of the White House Foreign Press pool\, while deliberately spending time reporting outside Washington in order to capture perspectives that are often absent from national political debates. \nMs. Pohl brings a distinctly German and European perspective to her reporting from the United States. Her work frequently reflects on how American political developments resonate beyond national borders and what lessons they may hold for Europe’s own democratic debates. Rather than treating U.S. politics as an isolated phenomenon\, she places it in a transatlantic context\, examining similarities\, differences\, and mutual blind spots. \nBefore returning to the United States\, Ms. Pohl spent six years as Editor‑in‑Chief of the German daily taz. She later covered the 2016 U.S. presidential election for Deutsche Welle before becoming DW’s Editor‑in‑Chief in Berlin and Bonn. During her three years in that role\, she worked closely with colleagues to sharpen the editorial profiles of Deutsche Welle’s 30 language services and to strengthen the organization’s social media strategy in response to a rapidly evolving media landscape. \nDr. Alexander Görlach is an Adjunct Professor to NYU Gallatin School where he teaches democratic theory. Prior to that he had various positions as visiting scholar and as fellow at Harvard University in the United States\, and Cambridge University and Oxford University in the United Kingdom. He is a Senior Fellow to the Carnegie Council for Ethics in International Affairs in New York and a Senior Advisor to the Berggruen Institute in Los Angeles. Dr. Görlach holds a ThD in Comparative Religion and a PhD in Linguistics. His academic interests include democratic theory\, politics and religion\, and theories of secularism\, pluralism and cosmopolitanism. In the academic year 2017-18\, he was a visiting scholar at National Taiwan University and City University Hongkong. Since then Dr. Görlach has had a special interest in the rise of China and what it means for the democracies in East Asia. \nDr. Görlach is an Honorary Professor of Ethics and Theology at Leuphana University in Lüneburg\, Germany. He is also the founder of the debate-magazine The European\, that he also ran as its Editor-in-Chief from 2009 to 2015. He is a contributor to the New York Times\, Neue Zürcher Zeitung\, and the South China Morning Post\, and a columnist for the business magazine Wirtschaftswoche\, Deutsche Welle\, and Focus Online.
