Kornblum Distinguished Lecture with Metin Hakverdi\, Coordinator of Transatlantic Cooperation for the German Government. \nMetin Hakverdi serves as the Coordinator of Transatlantic Cooperation for the German Government. He has been a member of the German Bundestag since 2013 and currently serves on the Bundestag’s Committee on European Union Affairs. He is the Deputy Chairman of the German-American Parliamentary Friendship Group\, Chairman of the USA Discussion Group of the SPD parliamentary group in the Bundestag\, and a member of the Board of Atlantik-Brücke. Mr. Hakverdi was a John F. Kennedy Memorial Policy Fellow at Harvard University and a Distinguished Visitor at the American Institute for Contemporary German Studies at Johns Hopkins University. \nBefore being elected to the Bundestag\, Mr. Hakverdi was a member of the Parliament of the Free and Hanseatic City of Hamburg from 2008 to 2013. He is the author of ‘Learning and Change in European Foreign Policy: The Case of the EU Special Representatives’ (Nomos 2009) and ‘Europe and Iran: The Nuclear Deal and Beyond’ (Routledge 2017). \nDr. Adebahr is also Adjunct Faculty at the Hertie School in Berlin and Associate Researcher at the Istituto Affari Internazionali in Rome as well as a member of Team Europe Direct\, an expert network of the European Commission. Since 2005\, he has taught as a lecturer at international universities\, including the Willy Brandt School of Public Policy in Erfurt\, the Faculty of World Studies at the University of Tehran \,and the School of Foreign Service at Georgetown University. From 2014 to 2024\, he worked for the Carnegie Endowment for International Peace in Washington\, DC and Brussels. \nDr. Adebahr studied Political Science\, Philosophy\, Public Law\, and International Economics in Tübingen\, Paris\, and at the Free University of Berlin. Elected to the Inter-American Dialogue in 2021\, she regularly contributes to its publications on trade flows and the PRC’s influence on Latin America. Ms. Hariharan holds a bachelor’s degree summa cum laude in anthropology from Princeton University. \nDr. Mareike Ohlberg is a Senior Fellow in the Indo-Pacific Program at the German Marshall Fund of the United States and leads the Stockholm China Forum. She is based at GMF’s Berlin Office. Before joining GMF\, Dr. Ohlberg worked as an analyst at the Mercator Institute for China Studies\, where she focused on China’s media and digital policies as well as the Chinese Communist Party’s influence campaigns in Europe. Prior to that\, she was an An Wang postdoctoral fellow at Harvard University’s Fairbank Center for Chinese Studies and a postdoctoral fellow at Shih-Hsin University in Taipei. She spent several years living and working in Greater China. She is co-author of the book Hidden Hand: How the Communist Party of China is Reshaping the World (2020). Dr. Ohlberg has a doctorate in Chinese Studies from the University of Heidelberg and a master’s degree in East Asian Regional Studies from Columbia University. He then worked in the German Foreign Service for over 27 years and held positions of Head\, Policy Planning at the Federal Ministry of Defense from 2005 to 2012 and Director\, General International Security and Defense Policy from 2012 to 2014. In February 2020\, he completed his habilitation at Andrássy University in Budapest with the thesis “The Strategic Shift in German Foreign and Security Policy Since the Founding of the Federal Republic”. The Story of a Continent in a Fractured World. \nDavid Marsh is Chairman\, Chief Executive Officer and Co-Founder of OMFIF. Before starting at OMFIF in late 2009\, he worked for City merchant bank Robert Fleming\, corporate finance boutique Hawkpoint\, German management consultancy Droege and London investment firm London & Oxford. Mr. Marsh took over the chairmanship from John Plender in January 2018 having been Managing Director since 2014. He reverted to an executive role after John Orchard stepped down in October 2024 following five years as Chief Executive Officer. \nMr. Marsh is a visiting Professor at Sheffield University and King’s College London. He is former co-founder\, chairman and deputy chairman of the German-British Forum. He was made Commander of the British Empire in 2000 and was awarded the German Order of Merit (Bundesverdienstkreuz) in 2003. \nHe started his career at Reuters in 1973 having graduated with a BA in chemistry from The Queen’s College Oxford. Between 1978 and 1995 he worked for the Financial Times in France and Germany\, latterly as European Editor in London. Mr. Marsh has written seven books on politics and economics\, mainly on Germany and Europe. His latest book\, Can Europe Survive? Burns Fellow with the Philadelphia Inquirer in 2013 and has extensively written about transatlantic relations and U.S. domestic politics since. We will be joined by foreign policy experts Robin Quinville and Peter Sparding for a timely discussion about how the United States and Europe can navigate an increasingly complex international landscape. \nRobin Quinville is the former Director of the Wilson Center’s Global Europe Program. She spent more than 30 years as a U.S. diplomat\, having served primarily in Europe — including postings to two multilateral organizations (the Organization for Security and Cooperation in Europe and NATO) and bilateral postings to Cyprus\, Bosnia\, Greece\, the United Kingdom\, and Germany. She also spent a year in Baghdad\, Iraq. In Washington\, she directed the Oﬃce of Western European Aﬀairs at the Department of State and served as a Wilson Center State Department Fellow for a year. Her last foreign posting was as the Charge d’Aﬀaires at the U.S. Embassy in Berlin\, Germany. \nMs. Quinville holds a master’s degree in international relations from the University of Chicago and a bachelor’s degree in political science from Smith College. She is widely recognized for her expertise in European affairs\, alliance politics\, and transatlantic cooperation. \nPeter Sparding is the Senior Vice President and Director of Policy at the Center for the Study of the Presidency and Congress (CSPC). In this role he manages CSPC’s work on economic security\, geotechnological competition\, and trade. Previously\, Mr. Sparding worked at the German Marshall Fund of the United States (GMF) in Washington\, DC and Berlin. \nHe has written about and analyzed U.S.–German relations and transatlantic economic and foreign policy ties for two decades. His first book “No Better Friend? Atkins\, Chairman of the U.S. Securities and Exchange Commission (1993 ACG Young Leader and Former Vice Chairman)\, moderated by Dan Gallagher\, Chief Legal\, Compliance and Corporate Affairs Officer of Robinhood Markets\, Inc. (2008 ACG Young Leader). \nFormer ACG Vice Chair Paul S. Atkins was sworn in as Chairman of the U.S. Securities and Exchange Commission (SEC) just under a year ago. He wasted no time and hit the ground running\, announcing that it is a “new day” at the SEC and advocating for the reinforcement of investor confidence and balanced regulatory change. He has emphasized the importance of strategic collaboration with international partners that share a commitment to innovation and regulatory clarity. As Chairman\, he noted that\, by working together\, the United States and Europe can strengthen their respective domestic economies while reinforcing the transatlantic partnership. He has been clear that cooperation between the SEC and the European securities regulators remains strong\, noting in particular the areas of enforcement and supervision of registrants. He has also highlighted the need for continued collaboration on several cross-border regulatory issues. \nChairman Atkins is a longtime advocate for regulation that is smart\, effective\, and appropriately tailored within the confines of statutory authority. His regulatory priorities include: (1) “Project Crypto”—advancing digital asset regulation through the establishment of clear “rules of the road” for the issuance\, custody\, and trading of crypto assets via formal rulemaking and guidance; (2) enhancing capital formation by making public offerings more attractive through the simplification and modernization of capital-raising pathways\, as well as potential rule amendments to expand investor access to historically private investments and offerings\, including possible updates to the accredited investor standard; (3) rationalizing disclosure practices by prioritizing material disclosures; and (4) addressing ESG-related disclosures and modernizing the shareholder proposal process. \nPaul S. Atkins was sworn into office as the 34th Chairman of the Securities and Exchange Commission on April 21\, 2025\, after being nominated by President Donald J. Trump on January 20\, 2025\, and confirmed by the U.S. Senate on April 9\, 2025. \nPrior to returning to the SEC\, Chairman Atkins was Chief Executive of Patomak Global Partners\, a company he founded in 2009. He helped lead efforts to develop best practices for the digital asset sector. He also served as an independent Director and non-executive Chairman of the board of BATS Global Markets\, Inc. from 2012 to 2015. \nChairman Atkins was appointed by President George W. Bush to serve as a Commissioner of the SEC from 2002 to 2008. During his tenure\, he advocated for transparency\, consistency\, and the use of cost-benefit analysis at the agency. Chairman Atkins also represented the SEC at meetings of the President’s Working Group on Financial Markets and the U.S.-EU Transatlantic Economic Council. From 2009 to 2010\, he was appointed a member of the Congressional Oversight Panel for the Troubled Asset Relief Program. \nBefore serving as an SEC Commissioner\, Chairman Atkins was a consultant on securities and investment management industry matters\, especially regarding issues of strategy\, regulatory compliance\, risk management\, new product development\, and organizational control. From 1990 to 1994\, he served on the staff of two chairmen of the SEC – Richard C. Breeden and Arthur Levitt – ultimately as Chief of Staff and Counselor\, respectively. He received the SEC’s 1992 Law and Policy Award for work regarding corporate governance matters. \nChairman Atkins began his career as a lawyer in New York\, focusing on a wide range of corporate transactions for U.S. and foreign clients\, including public and private securities offerings and mergers and acquisitions. He was resident for 2½ years in his firm’s Paris office and admitted as conseil juridique in France. \nA member of the New York and Florida bars\, Chairman Atkins received his J.D. from Vanderbilt University School of Law in 1983 and was Senior Student Writing Editor of the Vanderbilt Law Review. He received his A.B.\, Phi Beta Kappa\, from Wofford College in 1980. He was an American Council on Germany Young Leader in 1993 and served on the Board. In 2020\, he was elected Vice Chair of the ACG. Originally from Lillington\, North Carolina\, Chairman Atkins grew up in Tampa\, Florida. He and his wife Sarah have three sons. \n  \nDan Gallagher (Moderator) is the Chief Legal\, Compliance and Corporate Affairs Officer of Robinhood Markets\, Inc. Before joining Robinhood\, he was Partner and Deputy Chair of the Securities Department at international law firm WilmerHale where he advised corporate boards and management on the full range of legal and strategic issues\, and counseled financial services and accounting firms in investigations\, regulatory proceedings and policy matters. \nMr. Gallagher has an extensive background in financial markets and regulatory matters\, including serving as a Commissioner of the U.S. Securities and Exchange Commission (SEC) from 2011 to 2015. He held several other positions on the SEC staff prior to being appointed commissioner\, including deputy director and co-acting director of the division of trading and markets. Earlier in his career\, he worked at a law firm in Washington\, DC (Fulbright & Jaworski LLP)\, and later at a membership organization for local government officials (the International City/County Management Association\, ICMA). \nEurope has been important in Dr. Sokol’s personal and professional development: He grew up in England (from the age of 10 to 18) and studied and worked in Germany for more than 10 years. Dr. Sokol frequently comments on transatlantic relations and European and American political affairs in the U.S. and European media. \nHe holds a Doctorate in Law and Policy from Northeastern University as well as an M.A. in International Relations and International Economics from the Johns Hopkins University’s Paul Nitze School of Advanced International Studies (SAIS) and a B.A. from Wesleyan University. During her three years in that role\, she worked closely with colleagues to sharpen the editorial profiles of Deutsche Welle’s 30 language services and to strengthen the organization’s social media strategy in response to a rapidly evolving media landscape. \nDr. Alexander Görlach is an Adjunct Professor to NYU Gallatin School where he teaches democratic theory. Prior to that he had various positions as visiting scholar and as fellow at Harvard University in the United States\, and Cambridge University and Oxford University in the United Kingdom. He is a Senior Fellow to the Carnegie Council for Ethics in International Affairs in New York and a Senior Advisor to the Berggruen Institute in Los Angeles. Dr. Görlach holds a ThD in Comparative Religion and a PhD in Linguistics. His academic interests include democratic theory\, politics and religion\, and theories of secularism\, pluralism and cosmopolitanism. In the academic year 2017-18\, he was a visiting scholar at National Taiwan University and City University Hongkong. Since then Dr. Görlach has had a special interest in the rise of China and what it means for the democracies in East Asia. \nDr. Görlach is an Honorary Professor of Ethics and Theology at Leuphana University in Lüneburg\, Germany. He is also the founder of the debate-magazine The European\, that he also ran as its Editor-in-Chief from 2009 to 2015. SUMMARY:Germany Event: “Reimagining the Transatlantic Partnership: What a Strong Europe Means for the United States and Europe”
DESCRIPTION:[vc_row][vc_column][vc_column_text]The American Council on Germany\, in cooperation with 1014 Deutschland e.V. and various American Centers in Germany\, will host a speaking tour for former U.S. diplomat Robin Quinville. In five cities\, she will engage with local audiences and experts to explore the current state and future of German-American relations amid shifting global dynamics. These events will highlight both the challenges and opportunities facing the transatlantic community today. Each stop will feature a unique discussion – tailored to each community – addressing key themes such as geopolitical change\, democratic resilience\, and the evolving role of transatlantic cooperation in a complex global order. \n______________________________________________________________________________________________________ \nFor 80 years\, the transatlantic alliance has served as the backbone of a rules-based international order. Today\, that liberal order is eroding – and the United States is increasingly signaling a move away from the multilateral commitments and institutional leadership that once defined its global role. With Washington adopting a more interest-driven\, transactional posture\, Europe faces a strategic moment of truth. What does trans-Atlantic cooperation look like when the old assumptions no longer hold? Can Europe become a more autonomous partner – and what kind of global governance model might replace the framework that is now fading? \nJoin us in Berlin April 27 for an event bringing together leading foreign policy experts from both sides of the Atlantic to explore these questions and chart possible paths forward for the transatlantic partnership: Robin Quinville\, former Director of the Wilson Center’s Global Europe Program and former Charge d ’Affaires at the U.S. Mission to Germany; and Claudia Major\, Senior Vice President\, Transatlantic Security at the German Marshall Fund of the United States. \nRSVP HERE to Secure Your Spot! \nRobin Quinville is the former Director of the Wilson Center’s Global Europe Program. She spent more than 30 years as a U.S. diplomat\, having served primarily in Europe – including postings to two multilateral organizations (the Organization for Security and Cooperation in Europe and NATO) and bilateral postings to Cyprus\, Bosnia\, Greece\, the United Kingdom\, and Germany. She also spent a year in Baghdad\, Iraq. In Washington\, she directed the Office of Western European Affairs at the Department of State and served as a Wilson Center State Department Fellow for a year. Her last foreign posting was as the Charge d’Affaires at the U.S. Embassy in Berlin\, Germany. \nMs. Quinville holds a master’s degree in international relations from the University of Chicago and a bachelor’s degree in political science from Smith College. She is widely recognized for her expertise in European affairs\, alliance politics\, and transatlantic cooperation. \nDr. Claudia Major is GMF’s senior vice president overseeing the organization’s transatlantic security and defense work\, and an executive team member. Previously\, Dr. Major was the director of the International Security Division at the German think tank Stiftung Wissenschaft und Politik (SWP) in Berlin.  \nHer research\, advisory work\, and publications focus on German\, European and transatlantic security and defense policy\, NATO\, deterrence and nuclear (dis)order\, defense industry\, and the Franco-German relationship. Currently\, she is particularly focused on the repercussions of Russia’s war against Ukraine for Europe\, the transatlantic relationship\, and the nuclear order; options to end the war in Ukraine; and ways to ensure the long-term security of Europe and Ukraine. \nDr. Major previously held positions at the Center for Security Studies at the ETH Zurich\, the German Council on Foreign Relations (DGAP)\, the EU Institute for Security Studies (Paris)\, the NATO Department of the German Foreign Office\, and Sciences Po Paris. She was and is a member of various committees\, including the Advisory Board for Civilian Crisis Prevention of the German Federal Foreign Office (2010-2024) and the Advisory Board of the Federal Ministry of Defense on “leadership development and civic education” (lnnere Führung) (since 2023). She holds a diploma from the Free University of Berlin and Sciences Po Paris and a PhD from the University of Birmingham (UK). \n[/vc_column_text][/vc_column][/vc_row]
