Globalization\, demographic trends\, technology\, and the environment are all having an impact on today’s labor markets and are likely to shape those of the future. Although membership has been on the decline\, trade unions are on the front line in efforts to find innovative responses to the myriad challenges of structural change. \nMany have spoken out in support of the transition to a green economy\, but very few have focused on the development of a “just transition” strategy proposed by global labor unions – which fight for fundamental rights and more just social interactions. How do trade unions respond to global trends and geopolitical developments? Is there a new global labor movement? What is the scope of “just transition” today\, and how have labor unions developed and refined it to make the move toward a green economy both environmentally and socially sustainable? He also served as Permanent State Secretary at the German Federal Ministry of Labor and Social Affairs (2014-2018). From 2008 to 2013\, he was Head of Office for Andrea Nahles and of the policy department of the Executive Board of the German Social Democratic Party (SPD). Prior to that he worked for the National Executive Board of the German Trade Union Confederation (DGB) as Head of Division responsible for the coordination of European affairs. \nDr. Annelise Orleck is a professor at Dartmouth College where she focuses on history\, politics\, activism\, American radicalism\, race studies and women’s\, gender\, and sexuality studies. This trend has also characterized transatlantic relations and the German-American partnership. The German-American State Legislator Dialogue draws on this notion\, focusing on the role of state representatives from the United States and Germany in addressing common transatlantic challenges. \nIn recent years\, the digitalization of government services and administration has become increasingly crucial for the state-level to ensure efficient and effective service delivery. This is particularly relevant in the wake of the COVID-19 pandemic\, which has further accelerated the need for remote and digital access to government services\, from filing tax returns to renewing a driver’s license or applying for social welfare benefits. In this discussion as part of the series State-to-State: German-American State Legislator Dialogue\, we will explore the benefits of digitalization and what steps state legislators in Germany and the United States have taken to promote the digitalization of government services and administration. Alternatively\, in order for these efforts to be well-received\, what measures are being taken to ensure that citizens are willing and able to embrace a shift to e-government? What steps are being taken towards digital literacy and equitable\, broad access? State legislators on both sides of the Atlantic will also explore the challenges and concerns that accompany the digitalization of government services\, including how to protect citizens’ privacy and data and address cybersecurity concerns. She is the spokesperson for transport\, digitalization\, and data protection. For over 20 years\, she was professionally responsible for IT and the network of the Green parliamentary group. Ms. Botzenhart sees the German Online Access Act (OZG) as the first step towards advancing the digitalization of the administration\, but: “The upcoming new edition of the OZG is urgently needed. After all\, the OZG 1.0 only stipulated that citizens can apply for administrative services digitally. However\, the processes behind this must also be digitalized!” In addition to the great importance of data protection\, she is enthusiastic about the EfA principle (One for All)\, in which federal states build digital applications for use by all other states. \nEllen Demuth (CDU) has been a Member of the State Parliament of Rhineland-Palatinate since 2011\, currently serving as the Deputy Chairwoman of the local CDU State Parliamentary Group\, where she is responsible for health and social policy. Directly elected three times to the State Parliament\, she is a Member of the Committee for Media\, Internet\, and Digitalization and of the Committee of Female Empowerment and Gender Equality. Since 2022\, she has acted as one of three deputies on the CDU State Executive Board. Ms. Demuth holds a Double Degree in Business and Business Administration from the International University of Applied Sciences\, having previously obtained a Bachelor of Business at the University of Technology in Melbourne\, Australia. \nRepresentative Jennifer Parenti (D) is the State Representative for Colorado House District 19\, representing the communities of Dacono\, Erie\, Frederick\, Firestone\, East Longmont\, and surrounding areas. She was elected to the Colorado State House in 2022 and serves on the Joint Technology Committee and Transportation\, Housing\, & Local Government and Agriculture\, Water & Natural Resources committees. Representative Parenti retired from the US Air Force in August 2014 with the rank of Lieutenant Colonel after a successful career as an information systems program manager\, instructor\, and international affairs advisor. After retirement\, she joined the International Staff of the North Atlantic Treaty Organization as a strategic planner and Joint Fires facilitator in the Defense Investment Division\, advising Allies on opportunities to fulfill NATO investment obligations through cooperative development.  After returning to her native Colorado in 2019\, she became active in community and political organizing\, supporting veterans\, voting rights\, and open and accountable government\, promoting diversity\, equity\, and inclusion\, and championing other progressive causes. She lives in Erie (Weld County)\, CO with the younger of her two children and is a proud alumnus of the 2011 American Council on Germany Young Leader program. \nSenator Bo Watson (R) is a Tennessee State Senator and has represented part of Hamilton County in the Tennessee General Assembly since 2004. Since 2017\, Senator Watson has served as the Chairman of the Senate Finance\, Ways and Means Committee.  It is a top priority of Senator Watson’s that the state of Tennessee is a good steward of taxpayer dollars. Under his leadership\, Tennessee has ranked #1 in the nation for fiscal stability\, maintained a AAA bond rating\, and developed a $1.8 billion rainy day fund – all with no state income tax. From 2011 – 2016\, Senator Watson served as Speaker Pro Tempore of the Tennessee Senate and from 2009 – 2010 was Chairman of the Senate Government Operations Committee. In addition to his public service\, Senator Watson is a licensed physical therapist and market director for therapy services at HCA Parkridge Medical Center in Chattanooga. He graduated from the University of Tennessee at Chattanooga and the University of Tennessee Health Science Center in Memphis.[/vc_column_text][/vc_column][/vc_row]

SUMMARY:Different Times\, Different Rules? Germany’s Constitutional Court and the Budget Crisis
DESCRIPTION:[vc_row][vc_column][vc_column_text]In mid-November\, Germany’s Constitutional Court in Karlsruhe ruled against the Ampelkoalition’s efforts to get around the country’s “debt brake” to use “special funds” to finance its ambitious legislative agenda. At issue was a budgeting maneuver to move 60 billion euros of unused pandemic aid to a fund for Germany’s green transition. But the ruling raises questions about the government’s ability to access a total of €869 billion\, which is not included in the federal budget but in 29 different “special funds.” It also forced the government to freeze new spending and put approval of the 2024 budget on hold. \nIn 2009\, Germany introduced the Schuldenbremse – limiting the government’s structural budget deficit to 0.35% of gross domestic product – following the global financial crisis. Before being elected to the Bundestag\, Mr. Hakverdi was a member of the Parliament of the Free and Hanseatic City of Hamburg from 2008 to 2013\, where he was on the Budget Committee and the Committee of Public Companies and Assets. \nMr. Hakverdi attended high school in Simi Valley\, California\, in 1985/86 and studied law at the Christian-Albrecht University in Kiel and at Indiana University’s Maurer School of Law. In addition to investigating the secret channels of lobbyists and illegal party donations\, he developed the idea of citizen research\, which led to the development of the crowdsourcing tool CrowdNewsroom. \nDr. von Daniels studied law and completed a legal traineeship. He received the Humboldt Prize for his dissertation about Jewish Law at Humboldt University in Berlin. He spent two years as a postdoc at Princeton University and in New York as a German research community scholar. DESCRIPTION:[vc_row][vc_column][vc_column_text]While global challenges are addressed by national governments\, increasingly subnational actors such as states\, communities\, and cities have needed to step up to take action when traditional nation-states have not been able to make progress due to political polarization and partisan gridlock. The German-American State Legislator Dialogue will take on the challenge of immigration\, focusing on the role of state representatives from the United States and Germany in addressing common concerns when it comes to migration. \nImmigration has deeply influenced the development of both the United States and Germany historically and today. Recent crises\, such as the wave of refugees after Russia’s invasion of Ukraine and the migration crisis at the U.S.-Mexico border\, have posed multifaceted challenges in providing immediate necessities and integrating migrants in the long term. Challenges to economic integration and social inclusion persist\, including language barriers and recognition of foreign qualifications. Though immigration policy falls under federal jurisdiction\, the role of U.S. states and German Länder in successful integration is crucial. State governments can aid integration by providing accessible resources for housing\, language education\, vocational training\, and cultural programs. Recent public debates between the federal government and the Bundesländer over how to limit the influx of migrants and distribute costs for refugees have dominated the headlines. Many U.S. states have outlined the need for additional support to manage a surge of asylum seekers as some states are subject to a greater influx of migrants than others. From 2008 to 2013\, Ms. Baum lived in London (UK)\, where she worked first for the Diocese of Westminster and later for the European Medicines Agency in financial management. Back in her home state of Thuringia\, she supervised various projects on a part-time\, freelance\, or voluntary basis\, as there was a start-up fair and a mentoring project that focused on connecting founders with experienced entrepreneurs. \nIn 2019\, she accepted the mandate as a member of the parliamentary group of the Liberals (FDP). Her main topics are education\, youth\, sports\, migration\, justice\, and accessibility. Promoting the youth\, a sustainable education system\, sensible digitization concepts\, and modern mobility are particularly close to her heart. She is deputy district chairwoman of the Free Democrats in Erfurt\, a member of the board of the Thuringian Youth Hostel Association\, a member of the board of the Bürgerstifung Erfurt\, and a member of the board of trustees of the school foundation of the Erfurt diocese. \nAs an Arizona native\, Dr. Evangeline (Eva) Diaz has called Tolleson her home for over three decades and is now proud to represent Legislative District 22 as a member of the State Senate. Education has been both a passion and profession for her\, culminating in a Doctorate Degree from Arizona State University in Curriculum and Instruction\, and Educational Leadership. She has served in a variety of roles including as teacher and principal in Arizona public schools. \nBeyond her professional endeavors\, Dr. Diaz engagement in community service is extensive. She has been an active member of the City of Tolleson Planning and Zoning Commission since 2013\, currently holding the position of Chair. Additionally\, her involvement with organizations like the Arizona Educators Association/Red for Ed\, Chicanos Por La Causa Community Center\, and the Children’s Ministry at her church highlights her commitment to the community. Dr. Diaz is married with two children. She and her husband own a preschool in Avondale\, a testament to their dedication to providing quality education to young learners. \nOrkan Özdemir (SPD) is a German politician who has been a member of the State Parliament of Berlin since 2021\, representing Tempelhof-Schöneberg. Previously\, he was the chair of the local SPD working group on migration and diversity. SUMMARY:The Digital Revolution in Health Care:  Challenges\, Opportunities\, and the Need for Policy Innovation
DESCRIPTION:[vc_row][vc_column][vc_column_text]On February 8\, the American Council on Germany\, Friends of the Alexander von Humboldt Foundation\, the German Center for Research and Innovation New York\, and the Hasso Plattner Institut will host a discussion and reception with Professor Ariel D. Stern\, Alexander von Humboldt Professor for Digital Health\, Economics\, and Policy at the Hasso Plattner Institute\, Full Professor at the University of Potsdam\, and Poronui Associate Professor of Business Administration at Harvard Business School; and moderated by Dr. Thomas J. Fuchs\, Co-Director of the Hasso Plattner Institute for Digital Health at Mount Sinai\, Dean of Artificial Intelligence (AI) and Human Health\, and Professor of Computational Pathology and Computer Science at the Icahn School of Medicine at Mount Sinai. \nNew medical technologies have saved and improved millions of lives in recent decades. Yet the digital technologies that are transforming contemporary health care\, such as digital medical devices\, applications of medical software\, and artificial intelligence tools to diagnose and treat patients\, would be unrecognizable to the 20th-century architects of our regulatory and healthcare delivery institutions. For example\, many digital health applications (apps) meet the formal definition of a medical device\, yet their fully software-based nature means that established practices for evaluating their safety and efficacy are incompatible with the dynamic nature of the apps themselves. The quickly transforming scientific and technological foundations of medical invention—combined with the rapid pace of innovation—no longer fit our existing institutional structures. This mismatch underlies many of today’s challenges in commercializing new products and creates significant bottlenecks for incorporating new innovations into care delivery. Professor Stern’s presentation will focus on how the development and adoption of healthcare technology are shaped by the interaction between healthcare innovators\, regulators\, and healthcare delivery institutions. She will also present policy and business model innovations that address key challenges to technology adoption in this setting. \n\nDr. Ariel Dora Stern is the Poronui Associate Professor of Business Administration in the Technology and Operations Management Unit at Harvard Business School and a Faculty Member of the Harvard-MIT Center for Regulatory Science. Her research focuses on technology management and innovation in health care\, using methods from econometrics and data science to curate and analyze novel datasets. Her projects consider the regulation\, strategy\, and economics of healthcare\, focusing on emerging healthcare technologies and delivery modalities. She received her Ph.D. from Harvard\, where she was a National Bureau of Economic Research Predoctoral Fellow in the Economics of Health and Aging. She holds an undergraduate degree in economics from Dartmouth College\, where she was a Presidential Scholar. From 2020 to 2021\, Dr. Stern served as the Director for International Health Care Economics at the Health Innovation Hub\, an independent think tank of the German Federal Ministry of Health focused on digital transformation projects. In April 2024\, she is slated to assume a chair at the Hasso Plattner Institute\, where she has been named an Alexander von Humboldt Professor. \nDr. Stern’s research focuses on technology management and innovation in health care. Her projects consider the regulation\, strategy\, and economics of health care\, focusing on understanding the drivers of new product development among firms and the determinants of how new medical technologies are adopted and used in practice. Stern is particularly interested in the intersection of the regulation\, firm strategy\, and economics of healthcare. She also researches the digital transformation of medical technology and healthcare delivery\, investigating the policy\, business\, and managerial questions raised by the growth of digital health and the digital transformation of medicine. Her research has been cited by Bloomberg\, the New York Times\, and National Public Radio. \n  \nDr. Thomas J. Fuchs is a scientist in the groundbreaking field of Computational Pathology\, focused on using artificial intelligence to analyze images of tissue samples to identify disease\, recommend treatment\, and predict outcomes. In October 2020\, he was appointed Co-Director of the Hasso Plattner Institute for Digital Health at Mount Sinai\, Dean of Artificial Intelligence (AI) and Human Health\, and Professor of Computational Pathology and Computer Science at the Icahn School of Medicine at Mount Sinai. In this role\, he leads the next generation of scientists and clinicians using artificial intelligence and machine learning to develop novel diagnostic tools and treatments for acute and chronic diseases. \nDr. Fuchs’s work includes developing novel methods for the analysis of digital microscopy slides to better understand genetic mutations and their influence on changes in tissues. He has been recognized for developing large-scale systems for mapping the pathology\, origins\, and progress of cancer. This breakthrough was achieved by building a high-performance computer cluster to train deep neural networks at petabyte scale. \nBefore joining Mount Sinai\, Dr. Fuchs was Director of the Warren Alpert Center for Digital and Computational Pathology at Memorial Sloan Kettering Cancer Center (MSK) and Associate Professor at Weill Cornell Graduate School for Medical Sciences. At MSK\, he led a laboratory focused on computational pathology and medical machine learning. Dr. Fuchs co-founded Paige\, in 2017\, which\, under his tenure\, became a leader in the field of digital pathology. He is a former research technologist at NASA’s Jet Propulsion Laboratory and a visiting scientist at the California Institute of Technology. Dr. Fuchs holds a Doctor of Sciences in Machine Learning from ETH Zurich and an MS in Technical Mathematics from the Graz Technical University in Austria.[/vc_column_text][/vc_column][/vc_row]

His reelection in Hamburg-Harburg in 2021 was resounding — with nearly 40 percent of the vote. He serves on the Bundestag’s Committee on European Union Affairs and on the Finance Committee. He is the Chairman of the USA/North America Working Group within the SPD Parliamentary Group and a member of the German-American Parliamentary Friendship Group in the German Bundestag. \nBefore being elected to the Bundestag\, Mr. Hakverdi was a member of the Parliament of the Free and Hanseatic City of Hamburg from 2008 to 2013\, where he was on the Budget Committee and the Committee of Public Companies and Assets. He attended high school in Simi Valley\, California\, in 1985/86 and studied law at the Christian-Albrecht University in Kiel and at Indiana University’s Maurer School of Law.
