Dr. Seliger holds degrees in economics from Université de Paris I Panthéon-Sorbonne and Christian-Albrechts-University at Kiel\, where he earned his doctorate in 1998\, and completed his habilitation at Witten/Herdecke University in 2007. Dr. Berman’s forthcoming book is entitled: The Political Consequences of Economic Ideas: Neoliberalism\, the Left\, and the Fate of Democracy (Oxford 2027). She has also published in a wide variety of non-scholarly publications\, including the New York Times\, The Wall Street Journal\, Washington Post\, Foreign Affairs\, VOX\, The Guardian\, and Dissent. She is on the boards of The Journal of Democracy\, Political Science Quarterly\, and Persuasion. Dr. Berman holds an Honorary Doctorate from Uppsala University in Sweden. \nDr. Alexander Görlach is an Adjunct Professor at NYU Gallatin School where he teaches democratic theory. Prior to that\, he had various positions as visiting scholar and as fellow at Harvard University in the United States\, and Cambridge University and Oxford University in the United Kingdom. He was a senior fellow to the Carnegie Council for Ethics in International Affairs in New York and is a senior advisor to the Berggruen Institute in Los Angeles. Dr. Görlach holds a ThD in comparative religion and a PhD in linguistics. His academic interests include democratic theory\, politics and religion\, and theories of secularism\, pluralism and cosmopolitanism. In the academic year 2017-18 he was a visiting scholar at National Taiwan University and City University Hong Kong. Since then\, he focuses on the rise of China and what it means for the democracies in East Asia. \nDr. Görlach is an honorary professor of ethics and theology at Leuphana University in Lüneburg\, Germany. In addition\, he is the founder of the debate-magazine The European\, that he also ran as its editor in chief from 2009 to 2015. Today\, he serves as an op-ed contributor to the New York Times\, Neue Zürcher Zeitung\, and the South China Morning Post. He is a columnist for the business magazine Wirtschaftswoche\, Deutsche Welle and Focus Online. Ms. Collins brings over 20 years of experience in communications\, advocacy\, and development\, having served in several UN offices including New York\, Geneva\, Bangkok\, and Vienna\, most recently serving as the Spokesperson for the 80th President of the UN General Assembly. She has also worked as a gender focal point for the Department of Global Communications (DGC) and has experience with issues related to youth engagement\, sustainable development\, human rights\, and peacebuilding. Prior to joining the UN\, Ms. Collins was an award-winning television and radio producer in New York\, Washington\, DC\, Los Angeles\, Berlin\, Türkiye and Iraq. She has also worked as a strategic partner manager for news partnerships at Facebook\, where she focused on news integrity\, news literacy\, and building sustainable revenue models for media organizations. Ms. Collins holds a Master of Science degree from Columbia University’s Graduate School of Journalism and a degree in political science and mass communications from the University of California\, Berkeley. \nAmbassador Florian Laudi has served as Deputy Permanent Representative of the Federal Republic of Germany to the United Nations since July 2026. Ambassador Laudi joined the Federal Foreign Office in 2002. Before taking up his new post\, Ambassador Laudi served as the Director for the United Nations and Counterterrorism at the Federal Foreign Office in Berlin since 2022. From 2003 to 2005\, Ambassador Laudi served at the German Embassy Kabul\, Afghanistan and was in charge of constitutional reform and police reconstruction. From 2005 to 2008\, Ambassador Laudi worked on Middle East issues (Iraq\, Iran\, sanctions) at the Federal Foreign Office in Berlin. Between 2008 and 2012\, he was assigned Permanent Mission of Germany to the United Nations in New York\, covering non-proliferation and disarmament issues\, including the Iranian nuclear file. From 2012 to 2016\, Ambassador Laudi was Deputy European Correspondent at the Federal Foreign Office in Berlin. From early 2017 to 2019 he Laudi led the Brexit team at the German Permanent Representation to the European Union in Brussels\, serving as Brexit Delegate of the Federal Government. From 2019 to 2020 Ambassador Laudi was the Special Envoy for Ukraine and Head of the Ukraine Task Force in the Federal Foreign Office\, from 2020 to 2021 Head of Division for the United Nations Security Council\, General Assembly\, Peacekeeping\, incl. while Germany was a non-permanent member. Ambassador Laudi obtained his law degree at the University of Passau\, Germany and the Universidade Católica Portuguesa\, Portugal. His practical legal traineeship led him to courts\, public authorities and law firms in Hamburg\, Germany; Lisbon\, Portugal and Milano\, Italy. He is married\, with two children. \nRafael Peralta is the Director for the New York Office and North America from July 2026. Mr. Peralta previously served as UNEP’s Regional Director for North America from July 2023\, and as UNEP’s Chief of Staff from April 2021\, having previously worked as Acting Chief of Staff and as Deputy Chief of Staff. Mr. Peralta has over 20 years’ experience at the United Nations and beyond\, working at the intersection of sustainable development\, peace and security. Prior to joining UNEP\, Mr. Peralta served as Senior Political Affairs Officer in the Department of Peacekeeping Operations in New York from 2015 to 2018\, working in support of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic. Earlier\, he worked in West Africa and the Sahel supporting political process in the region\, as well as on post-conflict stabilization in Somalia and Haiti. His expertise includes international diplomacy\, inter-agency UN coordination\, environmental management and management of large organizations. Before joining the United Nations\, Mr. Peralta worked with international organizations in Amman\, Pristina and Sarajevo in different capacities. SUMMARY:New York: The Anatomy of a Mirage: Wirecard and  the Vulnerability of Modern Financial Systems
DESCRIPTION:[vc_row][vc_column][vc_column_text]The ACG and the Robert Bosch Fellowship Alumni Association will host a discussion with James Freis\, Founder of Market Integrity Solutions and former CEO of Wirecard. \nJames H. Freis\, Jr. has pursued a career dedicated to promoting the integrity of the global financial markets.  He currently leads Market Integrity Solutions\, a consulting firm providing executive advice on global financial regulation\, good governance\, and innovative technology solutions; and is Chairman of CRINDATA\, a fintech startup providing risk management solutions for outsourcing and incident reporting by financial institutions. \nFrom 2014 through 2020 Mr. Freis was Managing Director\, Chief Compliance Officer\, and Group Anti-Money Laundering Officer of the Deutsche Börse Group\, Europe’s largest provider of systemically significant financial market infrastructures.  In June 2020\, he was asked to join the management board of the FinTech payments services provider\, Wirecard AG\, to professionalize the company and oversee its regulated businesses.  Within his first day\, he exposed internal fraud\, was promoted to CEO\, and then initiated a global restructuring and eventual insolvency proceedings of what had been a blue-chip company.  From 2007 to 2012\, Mr. Freis was Director (CEO) of the United States Treasury Department’s Financial Crimes Enforcement Network (FinCEN)\, the lead U.S. Government official for anti-money laundering and counter-terrorist financing requirements\, and head of the country’s financial intelligence unit (FIU).  Earlier in his career\, he worked at the Federal Reserve Bank of New York\, the Bank for International Settlements in Basel\, Switzerland\, and the law firm Cleary Gottlieb Steen & Hamilton. Mr. Freis is a graduate of Georgetown University\, earned his Juris Doctor from Harvard University\, and is a Chartered Financial Analyst (CFA) charter holder. DESCRIPTION:[vc_row][vc_column][vc_column_text] \nIf there is one word defining election campaigns in 2026\, it’s affordability.\nRising inflation in the United States and Germany in recent years has meant stretched household budgets to cover everyday necessities like housing\, groceries\, and energy. From Montana to Michigan and from Saxony-Anhalt to Berlin\, affordability has become a powerful driver of voter frustration and a defining political issue in the many state-level campaigns in 2026. Populist movements on both the right and the left have increasingly tapped into these concerns to effectively mobilize voters\, and mainstream parties are making cost-of-living a centerpiece of their campaigns.\nThe many issues that have contributed to rising prices are often national or global in nature\, from lasting implications of the COVID-19 pandemic and Russia’s ongoing war of aggression against Ukraine to trade disputes and geopolitical instability in the Middle East. Still\, legislators in states and Bundesländer are tapping into this issue beyond the nations’ capitals.\n\nBeyond campaign promises\, what can state-level legislators actually do to tackle the cost of living crisis? Which tools do they have to ease inflation\, strengthen economic resilience\, and help prevent future price shocks? Ms. Gebel took her first steps into politics with the Young European Federalists in 2001 in her hometown of Koblenz. Until 2006\, she served in several roles there\, including deputy chairwoman on the federal level. A member of Alliance 90/The Greens since 2003\, Ms. Gebel was initially active in the party’s youth organization\, eventually taking the role of Federal General Secretary. Between 2008 and 2009\, She also served as spokesperson for the National Committee for International Youth Policy. After moving to Berlin\, she served on the party board in the district of Mitte between 2011 and 2013. In January 2013\, she became a Member of Parliament in Berlin’s state diet\, the Abgeordnetenhaus. In parliament\, Ms. Gebel was the parliamentary group’s spokesperson for environmental issues\, as well as serving on the committee on city planning and an inquiry commission on New Energy. Following the Berlin state elections in 2016\, Ms. Gebel was elected as one of two equal chairwomen of the Green Party group in parliament\, a position she held until 2023. Since 2020\, she also chairs the parliamentary group of the Europa Union Berlin\, promoting European unity. \nDelegate Josh Holstein (R) West Virginia House of Delegates\nJosh Holstein serves as Chairman of the West Virginia Republican Party and as an elected member of the West Virginia House of Delegates. Raised in Boone County in southern West Virginia\, he comes from a family with deep roots in the coal industry. He was elected to the legislature in 2020 at just 19 years old\, making him one of the youngest state lawmakers in the country. He currently serves on committees focused on legal issues\, energy policy\, infrastructure\, and emerging technologies. Mr. Holstein graduated from Sherman High School and earned a degree in economics from Marshall University. His background shapes his focus on economic growth\, energy development\, and strengthening rural communities. Outside of public service\, he is a bluegrass and gospel musician. He became involved in politics as a teenager and has held leadership roles at both the county and state level. In 2025\, he was elected Chairman of the State Party. \nJessica Steiner MdL (CDU) State Parliament of Saxony\nJessica Steiner serves as a member of the Saxon State Parliament\, dedicated to advancing healthcare reform\, social welfare\, and policies supporting workers’ rights. Her legislative focus reflects her commitment to creating robust support systems for individuals and families\, especially those caring for vulnerable members of society. She began her career as an intensive care nurse\, training at the Carl-von-Basedow-Klinikum in Merseburg and working for several years at the Heart Centre Leipzig\, specializing in cardiology. Ms. Steiner also spent six months at Royal Bournemouth and Christchurch Hospitals NHS Foundation Trust\, gaining an international perspective on healthcare practices. Back in Leipzig\, she led a project to implement a national nursing standard in cardiology care. In 2018\, family obligations led her to pause her medical studies at the University of Leipzig to care for her grandmother\, who suffered from dementia. This experience reinforced her belief in the importance of accessible social care frameworks and inspired her policy focus on family support and eldercare. In 2021\, Ms. Steiner ran as a Bundestag candidate\, and her dedication to social policies earned her a position on the CDU federal executive board and the Christian Democratic Workers’ Association (CDA) board in 2022. She advocates for policies that prioritize the working class\, guided by Christian Social Teaching. Ms. Steiner’s journey from intensive care nursing to legislative office underscores her commitment to public service and social cohesion\, a mission she continues to champion as a parliamentarian. \nDelegate Lily Qi (D) Maryland House of Delegates\nLily Qi is a Maryland state delegate representing Montgomery County\, a suburb of Washington\, D.C. She is the author of Elected American: From Red China to Blue Maryland\, her 2026 memoir about immigrant participation in American democracy. As the first American state legislator to have grown up in the People’s Republic of China\, she was featured in The Washington Post\, NPR\, Voice of America\, and Radio Free Asia\, which turned her story into a graphic novel. Ms. Qi is a leading voice in Annapolis for economic competitiveness and open primary elections. She was named “Legislator of the Year” three times for championing the innovation economy and small businesses. Her legislation has led to a designated state green bank for clean energy innovation\, millions of dollars in matching grants for industries of the future\, Maryland’s Family and Medical Leave Insurance (FAMLI) program\, and the Governor’s LGBTQ+ Commission. Before elective office\, Ms. Qi had a diverse career in economic development\, public engagement\, and local government\, including as a political appointee of former County Executive Ike Leggett. She has served on numerous boards and commissions. The conversation will address both the immediate health risks posed by heat and the broader societal challenge of strengthening resilience in a changing climate. \n\n\n\nA truly hot topic: With rising temperatures and more frequent heat waves\, the health impacts of heat are becoming increasingly urgent. Yet temperatures do not need to reach extreme levels to pose serious risks. They can trigger heart attacks and strokes and contribute to a growing burden of heat-related mortality that is likely to intensify with climate change and population aging. The effects are felt not only at the level of public health but also in everyday medical care\, where a prescription that is safe in the winter may become dangerous during a hot summer. \nHow dangerous is heat really\, even when temperatures do not appear extreme? How do rising temperatures affect healthcare systems\, patients\, and vulnerable populations? What forms of prevention\, patient education\, and community support are needed to reduce heat-related health risks? Her institute aligns research\, teaching\, and patient care with a focus on planetary health in primary care. She received the 2023 University Prize for Sustainability from the University of Cologne. Dr. Müller serves as member of the Standing Committee on Vaccination (STIKO) and of the Drug Commission of the German Medical Profession (AkdÄ). She is also Co-Editor of The Journal of Evidence and Quality in Health Care (ZEFQ). \nDr. Kai Chen is an Associate Professor at the Department of Environmental Health Sciences at the Yale School of Public Health. He also serves as the Faculty Director of the Yale Center on Climate Change and Health and the President-Elect of the GeoHealth Section at the American Geophysical Union. Dr. Chen received his Ph.D. in Environmental Science and Engineering in 2016 from Nanjing University in China and the Alexander von Humboldt Postdoc Fellowship at Helmholtz Zentrum München-German Center for Environmental Health in Germany. He is the 2025 Kavli Fellow of the National Academy of Sciences. He is also the Editor of the GeoHealth journal and Associate Editor of the Journal of the American College of Cardiology (JACC).[/vc_column_text][/vc_column][/vc_row]

SUMMARY:Berlin: Prescription for a New Transatlantic Order:  Tariffs\, Pricing\, and the Future of Healthcare
DESCRIPTION:[vc_row][vc_column][vc_column_text]The ACG\, FGS Global\, and the Freund des American Council on Germany will host a discussion and reception with Thomas Müller\, Director-General for Drugs\, Medical Devices\, and Biotechnology at the German Federal Ministry of Health\, and L. Daniel Mullaney\, Former Assistant U.S. Trade Representative (AUSTR) for Europe and the Middle East. \nThomas Müller serves as the Director-General for Drugs\, Medical Devices\, and Biotechnology at the German Federal Ministry for Health\, a position he has held since 2018. In this role\, he is responsible for all matters related to medicines policy\, including shaping the regulatory and reimbursement framework for pharmaceuticals. \nPrior to his current post\, Mr. Müller served as the Head of the Pharmaceutical Department of the Federal Joint Committee from 2007 to 2018\, Germany’s central decision-making body in the statutory health insurance system. In that capacity\, he played a key role in implementing the benefit assessment and pricing processes for new medicines (AMNOG)\, a landmark reform that fundamentally reshaped how innovative drugs are assessed and priced in the German market. Before his career in health policy\, Mr. Müller held positions at Charité in Berlin and University Hospital Erlangen and led the hospital pharmacy at University Hospital Rostock. He studied medicine and pharmacy in Berlin and London. \nL. Daniel Mullaney is a nonresident senior fellow at the Atlantic Council’s Europe Center and GeoEconomics Center. Most recently\, he served as assistant US trade representative (AUSTR) for Europe and the Middle East from 2010 to 2023. Mr. Mullaney was chief negotiator for comprehensive trade agreements with the European Union (EU) and the United Kingdom\, as well as trade lead for the US-EU Trade and Technology Council and was responsible for developing and implementing US trade policy in Europe\, Eurasia\, Russia\, the Middle East\, and North Africa. \nBefore assuming the post of AUSTR\, Mr. Mullaney served as senior trade representative in the US Mission to the European Union in Brussels\, where he was the principal voice for US trade policy in interactions with the EU institutions and EU member state governments\, the public\, and the international press. Prior to that posting\, Mr. Mullaney was in USTR’s Office of General Counsel for seven years\, where he represented the United States in dispute settlement proceedings at the World Trade Organization and led negotiations and acted as legal counsel for free trade and other agreements. Before joining USTR\, Mr. Mullaney was in private practice for nearly twenty years\, specializing in international trade law and litigation. He holds a BA from Amherst College\, and a joint law/foreign service JD/MSFS degree from Georgetown University. \n[/vc_column_text][/vc_column][/vc_row]
