She is the director of the Center on the United States and Europe and the inaugural holder of the Fritz Stern Chair on Germany and trans-Atlantic Relations at Brookings. She held the Kissinger Chair on Foreign Policy and International Relations at the Library of Congress from October 2019 to March 2020\, and served as the inaugural Robert Bosch Senior Fellow at Brookings from 2014 to 2019. \nPrior to working at Brookings\, Dr. Stelzenmüller was a senior transatlantic fellow with the German Marshall Fund of the United States (GMF)\, where she directed the influential Transatlantic Trends survey program. She also managed the “New Power\, New Responsibility” project. Her areas of expertise include: transatlantic relations; German foreign policy; NATO; the European Union’s foreign\, security\, and defense policy; international law; and human rights. \nDr. Stelzenmüller is the former director of GMF’s Berlin office. From 1994 to 2005\, she was defense and international security editor in the political section of the German weekly DIE ZEIT; previously\, she had covered human rights issues\, war crimes tribunals\, and humanitarian crises. She has worked in Germany and the United States\, and speaks English\, French\, German\, and Spanish. Dr. Stelzenmüller holds a doctorate in law from the University of Bonn (1992)\, a master’s degree in public administration from the Kennedy School of Government at Harvard University (1988)\, and a law degree from the University of Bonn (1985).[/vc_column_text][/vc_column][/vc_row]

Hodges has a regular presence in U.S. and international media\, where he offers insight and analysis on NATO\, U.S. and European security\, the Russian war against Ukraine\, the greater Black Sea and Baltic Sea Regions\, the Israel-Hamas war\, the U.S. Election and its implications for transatlantic security\, human rights\, and other related geostrategic topics. \nHe most recently served as NATO Senior Mentor for Logistics. Prior to that\, he was an Advisor to Human Rights First\, a nonprofit\, nonpartisan international human rights organization based in the United States. Before joining Human Rights First\, Lt. Gen. Hodges held the Pershing Chair in Strategic Studies at the Center for European Policy Analysis (CEPA). Lt. Gen. Sokol for a 45-minute moderated discussion — held in German — on the history\, significance\, and ongoing legacy of German reunification\, incorporating questions posed by the audience. \nThe reunification of Germany marked a pivotal moment in European history\, ending decades of division and reshaping the political\, economic\, and social landscape of the country. Trained in modern European intellectual history\, he works on political and legal thought in modern times and on constitutional and international law in historical and current perspective. His most recent book is Liberalism against Itself: Cold War Intellectuals and the Making of Our Times (Yale University Press\, 2023)\, based on the Carlyle Lectures in the History of Political Thought at the University of Oxford. Currently he is working on (different) projects constitutionalism and democracy\, legal theory\, and the Vietnam war. Mr. Moyn is a fellow of the Quincy Institute for Responsible Statecraft\, Over the years he has written in venues such as the Atlantic\, Boston Review\, the Chronicle of Higher Education\, Commonweal\, Dissent\, the Guardian\, the London Review of Books\, The Nation\, The New Republic\, the New York Times\, the Wall Street Journal\, and the Washington Post. \nAlexander Görlach is an adjunct professor to NYU Gallatin School where he teaches democratic theory. Prior to that he had various positions as visiting scholar and as fellow at Harvard University in the United States\, and Cambridge University and Oxford University in the United Kingdom. He is a senior fellow to the Carnegie Council for Ethics in International Affairs in New York and a senior advisor to the Berggruen Institute in Los Angeles. Dr. Görlach holds a ThD in comparative religion and a PhD in linguistics. His academic interests include democratic theory\, politics and religion\, and theories of secularism\, pluralism and cosmopolitanism. In the academic year 2017-18 he was a visiting scholar at National Taiwan University and City University Hongkong. \nSince then he focuses on the rise of China and what it means for the democracies in East Asia. Dr. Görlach is an honorary professor of ethics and theology at Leuphana University in Lüneburg\, Germany. Alexander Görlach is the founder of the debate-magazine The European\, that he also ran as its editor in chief from 2009 to 2015. Today he serves as an op-ed contributor to the New York Times\, Neue Zürcher Zeitung\, and the South China Morning Post. She is Co-founder and Director of the Boston College Law School Forum on Philanthropy and the Public Good\, a non-partisan think tank that convenes scholars and practitioners to explore questions regarding whether the rules governing the charitable sector best serve the public good. Her most recent book\, The Second Estate: How the Tax Code Made an American Aristocracy\, was published in October 2025. Madoff is also the author of Immortality and the Law: The Rising Power of the American Dead (Yale University Press)\, which looks at how American law treats the interests of the dead and what this tells us about our values for the living. The Financial Times called it “a sparkling polemic.” She is also the lead author on one of the top treatises on estate planning entitled Practical Guide to Estate Planning (CCH). An experienced mediator\, Ms. Madoff is a leading authority on the use of mediation to resolve will and trust disputes. After completing his PhD in law at the University of Münster in 1990\, he worked at the Saxon State Ministry for Social Affairs and at the Saxon State Chancellery  until 1992 and served as Head of Office for the CDU Secretary General Peter Hintze for the next three years. In 1995\, Prof. Dr. Beermann became State Councilor to the Senator of Finance of the Free Hanseatic City of Bremen. He was then Secretary of State for Federal and European Affairs at the Hessian State Chancellery and Commissioner (Bevollmächtigter) of the State of Hessen to the Federation from 1999 to 2003 and subsequently worked in a law firm as a lawyer. Prof. Dr. Beermann was appointed Chief of the State Chancellery and Minister of State for Federal and European Affairs of the Free State of Saxony in 2008\, and reappointed to these positions a year later\, until 2014. From 2015 until 2022\, he was a Member of the Executive Board of the Deutsche Bundesbank\, responsible for the Directorates Banknotes\, Controlling\, Administration\, Construction\, and the Procurement Centre. \nProf. Dr. Beerman joined the business law firm Luther as Of Counsel in 2023. As we mark the 35th anniversary of German reunification in 2025\, the novel offers a timely reflection on how the legacies of division and exile continue to shape both nations and families. The discussion will reflect on Restitution\, Shapiro’s experiences living and working in eastern Germany\, and her journey from a career in law and community development to fiction\, through which she continues to explore how individuals and communities seek restitution – whether via legal frameworks\, civic engagement\, or the power of storytelling. \nTamar Shapiro was raised in the United States and Germany and now lives in Washington\, DC. Her first novel\, Restitution\, was released in September 2025. Other writing has appeared in Poets & Writers (online)\, as well as Electric Literature and LitHub (both forthcoming). A former attorney and non-profit leader at Mpact\, the Center for Community Progress\, and the German Marshall Fund\, Ms. Shapiro spent decades working on housing and community development policy in the U.S. She was a recipient of a McCloy Fellowship from the American Council on Germany to study vacant property policies in former East Germany and spent a year working on urban policy in Berlin as a Robert Bosch Foundation fellow. Since 2009\, she has served on the magazine’s editorial board. \nMs. Gloger won the prestigious German Henri Nannen Award for Best Documentary Reporting in 2010. She is a Board member of the German section of Reporters Without Borders\, a human rights organization defending the freedom of the press\, and a member of the Atlantik-Brücke. She has published several books on Russia\, including Putin’s World: The New Russia\, Ukraine\, and the West. Her most recent book is Das Versagen\, which she wrote together with Georg Mascolo and focuses on Germany’s Russia policy. \nDr. Angela Stent (1982 ACG Young Leader) is Senior Adviser to the Center for Eurasian\, Russian and East European Studies at Georgetown University where she is also Professor Emerita of Government and Foreign Service. She is also a nonresident Senior Fellow at the Brookings Institution and co-chairs its Hewett Forum on Post-Soviet Affairs. From 2004-06 she served as national intelligence officer for Russia and Eurasia at the National Intelligence Council. From 1999 to 2001\, she served in the Office of Policy Planning at the U.S. Department of State. \nDr. Stent’s publications include: “From Embargo to Ostpolitik: The Political Economy of West German-Soviet Relations\, 1955-1980” (Cambridge University Press\, 1981); “Russia and Germany Reborn: Unification\, The Soviet Collapse and The New Europe” (Princeton University Pres\, 1999); “The Limits of Partnership: US-Russian Relations in the Twenty-First Century” (Princeton University Press\, 2014)\, for which she won the American Academy of Diplomacy’s Douglas Dillon prize for the best book on the practice of American Diplomacy. Her most recent book is “Putin’s World: Russia Against the West and With the Rest” (Twelve Books\, 2019) for which she won the Fletcher School of Law and Diplomacy’s prize for the best book on U.S-Russian Relations. \nShe was a member of the senior advisory panel for NATO’s Supreme Allied Commander in Europe for Admiral James Stavridis and General Philip Breedlove. She is a member of the Council on Foreign Relations. How can both environmental and social resilience be ensured? Dannenberg is a principal investigator in the Key Profile Area “Global South Studies” of the University of Cologne and the GEOVERBUND ABC/J. \nDr. Angela Bedard-Haughn has served as a Professor\, Graduate Chair\, Department Head\, and Associate Dean for Research and Graduate Studies at the Department of Soil Science in the College of Agriculture and Bioresources (AgBio) at University of Saskatchewan\, Canada\, over the course of her academic career\, taking up the position of Dean in summer 2020\, and renewing for a second term in 2025. As a teacher-scholar\, Dr. Bedard-Haughn’s research program focuses on wetland soils and predictive soil mapping. Her activities have been largely supported by the Natural Sciences and Engineering Research Council of Canada\, the Saskatchewan Agriculture Development Research Fund\, Environment Canada\, and several industry groups. He was also the Parliamentary Secretary of State in the German Federal Ministry of Defense from 2005 to 2013\, as well as Parliamentary Secretary of State in the German Federal Ministry for Economic Cooperation and Development from December 2013 until February 2014. SUMMARY:From Law to Literature: A Conversation About Restitution
DESCRIPTION:[vc_row][vc_column][vc_column_text]The Charlotte Warburg Chapter and the World Affairs Council of Charlotte will host a lunch discussion with Tamar Shapiro\, Author of the Novel  Restitution and Urban Development Expert (2009 ACG McCloy Fellow). \nTamar Shapiro’s debut novel Restitution tells the story of two American siblings who return to their mother’s East German hometown\, from which their mother and grandparents fled in the 1950s\, after the fall of the Berlin Wall\, only to uncover long-buried family secrets and reckon with the meaning of home\, memory\, and loss. As we mark the 35th anniversary of German reunification in 2025\, the novel offers a timely reflection on how the legacies of division and exile continue to shape both nations and families. The discussion will reflect on Restitution\, Shapiro’s experiences living and working in eastern Germany\, and her journey from a career in law and community development to fiction\, through which she continues to explore how individuals and communities seek restitution – whether via legal frameworks\, civic engagement\, or the power of storytelling. \nTamar Shapiro was raised in the United States and Germany and now lives in Washington\, DC. Her first novel\, Restitution\, was released in September 2025. Other writing has appeared in Poets & Writers (online)\, as well as Electric Literature and LitHub (both forthcoming). A former attorney and non-profit leader at Mpact\, the Center for Community Progress\, and the German Marshall Fund\, Ms. Shapiro spent decades working on housing and community development policy in the U.S. She was a recipient of a McCloy Fellowship from the American Council on Germany to study vacant property policies in former East Germany and spent a year working on urban policy in Berlin as a Robert Bosch Foundation fellow.
