The first meeting took place in Pittsburgh\, PA last September – and the stated objective was to align U.S. and European approaches to key issues like AI and global supply chains\, deepen transatlantic ties\, and encourage the spread of democratic and market-oriented values. While these objectives might still hold\, the world has changed since the first meeting. Russia’s war in Ukraine is likely to dominate the agenda\, but U.S. and European officials will also have to talk about how to develop a common approach China. She holds a doctorate from the Justus Liebig University Giessen and a master’s degree from the London School of Economics and Political Science. \nDr. Michael Kimmage specializes in the history of the Cold War\, in twentieth-century U.S. diplomatic and intellectual history\, and in U.S.-Russian relations since 1991. From 2014 to 2016\, he served on the Secretary’s Policy Planning Staff at the U.S. Department of State\, where he held the Russia/Ukraine portfolio. His next book\, The Decline of the West: An American Story\, is forthcoming with Basic Books. It is a study of transatlantic relations and U.S.-Russian relations from World War I to the present. Dr. Kimmage has published three books to date: The Conservative Turn: Lionel Trilling\, Whittaker Chambers and the Lessons of Anti-Communism (Harvard University Press\, 2009); In History’s Grip: Philip Roth’s Newark Trilogy (Stanford University Press\, 2012); and Wolfgang Koeppen’s Journey through America (Berghahn\, 2012)\, a German-language travelogue published in 1959 and translated by Professor Kimmage.[/vc_column_text][/vc_column][/vc_row]

He has also served as Global Director of IP\, Standards\, and Competition Policy\, Counsel to the President\, Global Director of Trade and Competition Policy\, Group General Counsel for Intel’s Corporate Services Division\, and has managed the legal aspects of Intel’s environmental\, health and safety issues worldwide. SUMMARY:Russia\, Energy\, and the German Economy
DESCRIPTION:[vc_row][vc_column][vc_column_text]The Russian invasion of Ukraine on February 24th has had a major impact on businesses active in the region – and on the global economy. After an initial trickle\, many western firms are leaving Russia or have done so already. Others have reduced or paused their activities in Russia. The first to leave were major oil companies with technology firms and professional service providers following suit. Chemical company BASF decided almost immediately after the invasion not to expand its business in Russia and Belarus and has since decided to wind down the company’s remaining activities in both countries by the beginning of July 2022. An exemption from this decision is business to support food production since the war appears to be triggering a global food shortage. \nBut\, the issues are not limited to the region. The war in Ukraine has disrupted energy flows and supply chains. BASF recently warned it could be hit by fallout from the Russian invasion of Ukraine as well as measures being introduced in China to curb the spread of Covid-19. In late March\, President Joe Biden caused a stir when he said Vladimir Putin “cannot remain in power” in an impassioned speech in Warsaw. The White House downplayed the remark\, insisting that Biden was not suggesting regime change but that he was expressing his “moral outrage” at Putin’s actions in Europe. But\, the phrase lingers on. \nOn June 7\, the American Council on Germany and 1014 will host a discussion with political scientist Dr. Benjamin Denison\, on what a regime change may mean for Russia and transatlantic relations. Her research focuses on the intersection of data and technology with foreign and urban policy. \nPreviously\, she served as director and CEO of the German Council on Foreign Relations (DGAP). For over a decade prior\, Ms. Clüver Ashbrook served as the executive director of the Future of Diplomacy Project at the Harvard Kennedy School in Cambridge\, Massachusetts. The research program\, which she co-founded\, examines the challenges to negotiation and statecraft in the 21st century\, including the impact of technology on foreign policy. In addition\, Ms. Clüver Ashbrook directed a Harvard research program on Europe and transatlantic relations from 2018 to 2021. Before that\, she served on the management board of the European Policy Centre (EPC) in Brussels and worked as both a consultant and senior journalist at Roland Berger Strategy Consultants in France and China. She began her career as a television journalist at CNN International in Atlanta and London. \nShe holds an undergraduate honors degree in international relations and French civilization from Brown University\, a master’s degree in European studies from the London School of Economics\, and a master’s degree in public administration from the Harvard Kennedy School where she was a Hauser Fellow in Non-Profit Management. \n  \nJoel Brenner is a senior research fellow at MIT’s Center for International Studies\, where his work concerns intelligence studies\, international conflict in the gray zone between war and peace\, and the protection of the electronic networks that control critical infrastruc­ture. \nIn government\, Mr. Brenner was Senior Counsel at the National Security Agency (2009-2010)\, advising Agency leadership on the public-private effort to create better Internet security; the head of US counterintelligence under the Director of National Intelligence (2009-2010); and NSA’s Inspector General (2002-2006)\, responsible for that agency’s top-secret internal audits and investigations. Early in his career\, he was a prosecutor in the Justice Department’s Anti­trust Division. He has extensive trial and arbitration experience in private practice. \nMr. Brenner is a director of Nokia of America Corporation and of Endgame Systems LLC and a member of the Intelligence Community Studies Board. He holds a JD from Harvard Law School\, a Ph.D. from the London School of Economics\, and a BA from the University of Wisconsin-Madison. Prior to her time at the Department of Energy\, Gross was director of integrated research at IHS CERA. She managed the IHS CERA Climate Change and Clean Energy forum and the IHS relationship with the World Economic Forum. She also authored numerous papers on energy and environment topics and was a frequent speaker on these topics. She has also worked at the Government Accountability Office on the Natural Resources and Environment team and as an engineer directing environmental assessment and remediation projects. \nMs. Gross holds a Bachelor of Science in chemical engineering from the University of Illinois\, a Master of Science in environmental engineering from Stanford\, and a Master of Business Administration from the University of California at Berkeley. \nDr. Rainer Quitzow joined the Institute for Advanced Sustainability Studies (IASS) in December 2014. His research focuses on sustainable innovation\, industrial policy\, and governance of the energy transition in Germany and beyond. Earlier in her career\, she served at the German Embassy in Ankara; in Berlin\, she has served as Deputy Head of the Cabinet and Parliamentary Liaison Division\, as Director of the OSCE Division\, and as Deputy Director-General for the Western Balkans. She has extensive knowledge of the Soviet Union and Russia\, having worked both in the Soviet Union Division at the German Foreign Office and on various occasions at the German Embassy in Moscow\, where she served as Head of the Economic Affairs Section and Head of the Political Affairs Department. \nAmbassador Haber attended schools in New Delhi\, Bonn\, Paris\, Brussels\, Washington\, and Athens. From 1975 to 1980\, she studied history and ethnology in Cologne\, earning her Ph.D. with a dissertation on German foreign policy during the Morocco crisis on the eve of World War I. During her time as State Secretary of the Ministry of the Interior\, Ambassador Haber spoke at the ACG’s American-German Young Leaders Conference. \nAmbassador John B. Emerson was named Chairman of the American Council on Germany at the Council’s Annual Meeting of the Members on January 17\, 2018. He is Vice Chairman at Capital Group International. Previously\, he was U.S. Ambassador to Germany\, from 2013 to 2017. In 2015\, Ambassador Emerson received the State Department’s Sue M. Cobb Award for Exemplary Diplomatic Service\, an award given annually to one non-career Ambassador. In 2017\, the Secretary of the Navy and the Director of the CIA awarded him their highest civilian honors for his service. \nBefore going to Berlin\, he was the President of Capital Group Private Client Services from 1997 to July 2013. Previously\, he served on President Clinton’s senior staff\, from 1993 to 1997\, as Deputy Director of Presidential Personnel\, and subsequently as Deputy Director of Intergovernmental Affairs. Ambassador Emerson also coordinated the Economic Conference of the Clinton-Gore transition team and led the Administration’s efforts to obtain congressional approval of the GATT Uruguay Round Agreement in 1994\, and the extension of China’s Most-Favored-Nation trading status in 1996. In 2010\, President Obama appointed Ambassador Emerson to serve on the President’s Advisory Committee for Trade Policy and Negotiations. Mr. Kornblum has also served on a number of supervisory and advisory boards including those of Thyssen-Krupp\, Technologies AG\, Bayer AG\, Russell Reynolds\, and Motorola Europe. He is a member of the boards of the American Chamber of Commerce in Germany\, the American Academy in Berlin\, the Deutsche Oper in Berlin\, and of numerous nonprofit organizations on both sides of the Atlantic. He is a Fellow at the American University of Beirut’s Issam Fares Institute for Public Policy and International Affairs (AUB-IFI)\, where he publishes a brief entitled “Iran in Focus” (previously published as “Iran 1400 Brief“). He is the author of the much-acclaimed book Iran in an Emerging New World Order: From Ahmadinejad to Rouhani (2021). \nDr. Fathollah-Nejad also served as an Iran expert at the Brookings Institution in Doha (2017–20) and the German Council on Foreign Relations (DGAP) (2015–18). He holds a Ph.D. in International Relations from the Department of Development Studies at the School of Oriental and African Studies at the University of London (SOAS) and was the winner of the 2016/17 post-doctoral fellowship of the Harvard Kennedy School’s Iran Project. His most recent book is Henry Kissinger and American Power: A Political Biography (Hill and Wang\, 2020). The book has received considerable notice and acclaim. Harvard University’s Charles Maier has written: “Thomas Schwartz’s superbly researched political biography reveals the brilliance\, self-serving ego\, and vulnerability of America’s most remarkable diplomat in the twentieth century\, even as it provides a history of U.S. engagement in global politics as it moved beyond bipolarity.” Earlier in his career\, Schwartz was the author of America’s Germany: John J. McCloy and the Federal Republic of Germany (Harvard\, 1991)\, which was translated into German\, Die Atlantik Brücke (Ullstein\, 1992). This book received the Stuart Bernath Book Prize of the Society of American Foreign Relations\, and the Harry S. Truman Book Award\, given by the Truman Presidential Library. He is also the author of Lyndon Johnson and Europe: In the Shadow of Vietnam (Harvard\, 2003)\, which examined the Johnson Administration’s policy toward Europe and assessed the impact of the war in Vietnam on its other foreign policy objectives. He is the co-editor with Matthias Schulz of The Strained Alliance: U.S.-European Relations from Nixon to Carter (Cambridge University Press\, 2009). \nProfessor Schwartz has held fellowships from the Social Science Research Council\, the German Historical Society\, the Norwegian Nobel Institute\, the Woodrow Wilson International Center for Scholars\, and the Center for the Study of European Integration. He has served as President of the Society of Historians of American Foreign Relations. He served on the United States Department of State’s Historical Advisory Committee as the representative of the Organization of American Historians from 2005-2008. Professor Schwartz received The Madison Sarratt Prize for Excellence in Undergraduate Teaching on April 3\, 2013\, at the Spring Faculty Assembly\, Vanderbilt University. In 2008 Professor Schwartz received the Annual Alumni Education Award from the Vanderbilt Alumni Association. Schwartz is the recipient of the 2008 Book Award by Chi Chapter of the Kappa Alpha Order. This award is given to a faculty member who has been particularly influential in the lives and education of members of KAO. Professor Schwartz presented\, “The Arab Spring: Revolution in the Middle East\,” on April 19\, 2011\, as part of the Samuel L. Shannon Distinguished Lecture Series at Tennessee State University. More broadly\, EU member states are struggling to rein in soaring gas prices – which are wreaking havoc across the Continent. Last week\, German Chancellor Olaf Scholz called for a European intervention to control gas prices in the run-up to a meeting of Europe’s energy ministers in Brussels on Friday\, September 9. They discussed a collection of proposals by the European Commission to tackle rising energy prices – including the possibility of setting a new reference gas price that reflects the cost of LNG on the global market to avoid price spikes caused by disruptions in supply from Russia. This can be seen in the economy and in the political landscape: Economic growth in the East still lags that of the West\, and many easterners are expressing their discontent by supporting the populist Alternative for Germany (AfD) party. \nJoin us on September 30 for a virtual discussion with two award-winning journalists who grew up in the former GDR about the “parallel societies” that have developed in contemporary Germany. DESCRIPTION:[vc_row][vc_column][vc_column_text]While global challenges are addressed by national governments\, increasingly subnational actors such as states\, communities\, and cities have to take action when traditional nation-states have been unable to make progress due to political polarization and partisan gridlocks. This trend has also characterized transatlantic relations and the German-American partnership. The German-American State Legislator Dialogue focuses on the role of state representatives from both countries in addressing common transatlantic challenges at the state and local level. \nIn recent years\, many cities in Germany and the United States have experienced dramatic increases in real estate values such that affordable housing is no longer available for both lower-income and many middle-class residents. The rise in prices is caused by a range of issues including housing shortages or high demand in regions with strong job markets. Coupled with rising energy prices\, affordable housing and sustainable urban development have become critical issues for communities in both countries. To ensure that urban areas remain vibrant and diverse\, policymakers need to explore new policy tools that address zoning\, taxes and subsidies\, and smart growth\, among other issues.
