He has served in various roles within the European Parliament in Brussels including Head of the Cabinet of the President (2007-2009)\, Director-General for Internal Policies (2004-2007)\, and Secretary-General for the European People’s Party (EPP) in Parliament (1999-2003). He also served as the Secretary-General for the EPP and the European Union of Christian Democrats (EUCD)\, as well as the Head of the European and Foreign Policy Department at the CDU Central Office. \nMr. Welle holds a degree in Economics from the University of Witten/Herdecke and is the recipient of grants from the Studienstiftung des deutschen Volkes (German Academic Scholarship) and the Konrad-Adenauer-Stiftung.[/vc_column_text][/vc_column][/vc_row]

From 2011 to 2014\, he was the Head of Equity Derivatives for Europe\, the Middle East and Affair for Goldman Sachs International in London. From 2004 to 2011\, he served as the Associate and later the Head of the Equities Division for Germany and Austria for Goldman Sachs International in Frankfurt. \nHe holds a Ph.D. in Finance from the University of Chicago\, Graduate School of Business; a master’s degree in public administration from the John F. Kennedy School of Government at Harvard University; and studied Sciences Economiques at the Pantheon-Sorbonne University in Paris.[/vc_column_text][/vc_column][/vc_row]

DESCRIPTION:[vc_row][vc_column][vc_column_text]The ACG and the CUNY Graduate Center will host a discussion and reception with Niels Annen\, Minister of State of the German Federal Foreign Office.  \nThere is no charge for this event. RSVPs are required. RSVP (acceptances only) to the American Council on Germany at 212-826-3636 or events@acgusa.org. \nNiels Annen was appointed Minister of State at the Federal Foreign Office on March 14\, 2018. Prior to this position\, he served several years as Spokesperson on Foreign Affairs of the Social Democratic Party (SPD) Parliamentary Group in the German Bundestag. Mr. Annen is also a member of the SPD’s Executive Committee and acts as the Chairperson of the SPD’s Commission for International Politics. His main foci of interest are transatlantic relations\, the Middle East\, and Russia\, as well as China and Latin America. From 2014 to 2018\, Mr. Annen also chaired the Bundestag’s Parliamentarian Friendship Group for Relations with the States of South Asia. As an advocate for a stronger German role in international diplomacy\, he supports multilateral engagement as a tool for resolving today’s conflicts and crises\, and protecting human rights. He was a senior resident fellow with the German Marshall Fund in Washington\, DC (2010 to 2011)\, and a researcher at the International Policy Analysis unit of the Friedrich Ebert Foundation (2011 to 2013). He holds several honorary offices\, such as member of the Executive Board of the German Council on Foreign Relations and member of the Council of the German Institute for International and Security Affairs (SWP).[/vc_column_text][/vc_column][/vc_row]

Since 2014\, he has been the chairman of the Bundestag’s Committee on Foreign Affairs. He became a member of parliament in 1994. From 2009 to 2012 he was Federal Minister for Environment\, Nature Conservation and Nuclear Safety. Additionally\, he held the position of Deputy Chair of the CDU in Germany as well as Chair of the CDU in the state of North Rhine-Westphalia from 2010 to 2012. From 2005 to 2009 he served as Chief Parliamentary Secretary of the CDU/CSU congressional party. Prior to this position\, he was the Legal Policy Spokesman of the CDU/CSU parliamentary group. Preceding his first term in parliament\, Dr. Röttgen studied law in Bonn from 1984 to 1993 and subsequently worked in the regional court. He attained his doctoral degree in 2001. He is a member of the Board of Atlantik-Brücke.[/vc_column_text][/vc_column][/vc_row]

RSVP (acceptances only) to the American Council on Germany at 212-826-3636 or events@acgusa.org. \nDr. Angela Stent (1982 Young Leader) is Director of the Center for Eurasian\, Russian\, and East European Studies and a Professor of Government and Foreign Service at Georgetown University. She is also a nonresident Senior Fellow at the Brookings Institution and co-chairs its Hewett Forum on Post-Soviet Affairs. From 2004 to 2006\, she was the National Intelligence Officer for Russia and Eurasia at the National Intelligence Council. From 1999 to 2001\, she served in the Office of Policy Planning at the U.S. Department of State. Dr. Stent’s academic work focuses on the triangular political and economic relationship between the United States\, Russia\, and Europe. \n  \nHer latest book is Putin’s World: Russia Against the West and With the Rest (Twelve\, 2019)\, for which she won the Fletcher School of Law and Diplomacy’s prize for the best book on U.S.-Russia relations. Other publications include: The Limits of Partnership: U.S.-Russian Relations in the Twenty-First Century (Princeton University Press\, 2014)\, for which she won the American Academy of Diplomacy’s Douglas Dillon prize for the best book on the practice of American diplomacy\, as well as Russia and Germany Reborn: Unification\, the Soviet Collapse\, and the New Europe (Princeton University Press\, 1999)\, and From Embargo to Ostpolitik: The Political Economy of West German-Soviet Relations\, 1955-1980 (Cambridge University Press\, 1981). \n  \nShe was a member of the senior advisory panel for NATO’s Supreme Allied Commander in Europe for Admiral James Stavridis and General Philip Breedlove. She is a contributing editor to Survival and is on the editorial boards of the Journal of Cold War Studies\, World Policy Journal\, Internationale Politik\, and Mirovaia Ekonomika i Mezhdunarodnie Otnosheniie. She has served on the World Economic Forum’s Global Agenda Council for Russia and Central Asia\, and she is a Trustee of the Eurasia Foundation. Dr. Stent received her bachelor’s degree from Cambridge University\, her Master of Science degree with distinction from the London School of Economics and Political Science\, and a master’s and doctorate from Harvard University.[/vc_column_text][/vc_column][/vc_row]
