She has been involved in a series of projects in Higher Education Management with Ukrainian and Latin American universities. \nA graduate of the University of Vienna\, she was a Fulbright at UT Austin (1990/91)\, a Visiting Scholar at UC Irvine (1997) and UMass Amherst (2003- 2005)\, Adjunct Professor of English at Bradley U in Peoria\, IL (2008)\, and she was Distinguished Austrian Chair at Stanford University (2008/09). Currently\, she is particularly focused on the repercussions of Russia’s war against Ukraine for Europe\, the transatlantic relationship\, and the nuclear order; options to end the war in Ukraine; and ways to ensure the long-term security of Europe and Ukraine. \nDr. Major previously held positions at the Center for Security Studies at the ETH Zurich\, the German Council on Foreign Relations (DGAP)\, the EU Institute for Security Studies (Paris)\, the NATO Department of the German Foreign Office\, and Sciences Po Paris. She was and is a member of various committees\, including the Advisory Board for Civilian Crisis Prevention of the German Federal Foreign Office (2010-2024) and the Advisory Board of the Federal Ministry of Defense on “leadership development and civic education” (lnnere Führung) (since 2023). She holds a diploma from the Free University of Berlin and Sciences Po Paris and a PhD from the University of Birmingham (UK).  \nVladimir Balzer is an award-winning journalist who grew up in Leipzig and studied in Dublin\, Venice\, and Leipzig. He began his career as a presenter\, reporter\, and editor at Deutschlandradio and MDR. Mr. Balzer hosts\, among other programs\, the daily program “Fazit – Kultur vom Tage” on Deutschlandfunk Kultur. In 2022\, he was selected to be a Kellen Fellow by the American Council on Germany. In 2023\, he started as a correspondent at Deutschlandfunk’s capital city studio in Berlin. He is known as a commentator for German television\, such as ZDF. Emerson\, Former U.S. Ambassador to Germany\, Vice Chairman at Capital Group International\, and Chairman of the American Council on Germany on “Navigating a Fragmented\, Multipolar World.” \nAmbassador John B. Emerson was named Chairman of the American Council on Germany in January 2018. He is Vice Chairman at Capital Group International. Previously\, he was the U.S. Ambassador to Germany from 2013 to 2017. In 2015\, Ambassador Emerson received the State Department’s Sue M. Cobb Award for Exemplary Diplomatic Service\, an award given annually to one non-career Ambassador. In 2017\, the Secretary of the Navy and the Director of the CIA awarded him their highest civilian honors for his service. \nPrior to accepting the ambassadorial posting\, Amb. Emerson was President of Private Client Services for the Capital Group Companies. Before joining Capital\, he was Deputy Assistant to President Clinton where he coordinated his economic conferences\, served as the president’s liaison to the nation’s governors\, and led the administration’s efforts to obtain congressional approval of the GATT Uruguay Round Agreement and the extension of China s MFN trading status. Additionally\, he was appointed by President Obama to serve on his Advisory Committee for Trade Policy and Negotiations. Before working in the Clinton White House\, he served as Los Angeles Chief Deputy City Attorney and was a partner in the law firm of Manatt\, Phelps\, Rothenberg\, and Phillips. \nIn addition to his role as Chairman of the American Council on Germany\, he serves on the boards of the Pacific Council on International Policy and the German Marshall Fund of the United States and is a long serving member of the Council on Foreign Relations. General Ray is a highly decorated\, retired United States Air Force Four-Star General who most recently served as Commander of Air Force Global Strike Command. Concurrently\, he served as the Commander of Air Forces Strategic-Air\, United States Strategic Command with a focus on strategy and operational excellence.  Previously\, he served as the Deputy Commander\, U.S. European Command where he was the Deputy Commander for all U.S. Joint Forces in Europe. He was responsible for joint\, combined operations\, planning and exercises to ensure U.S. and coalition military readiness and regional stability all during Russian efforts to destabilize Europe\, North Africa\, and the Middle East. \nGeneral Ray holds a Master of Science degree in Aviation Sciences and Management from Embry-Riddle Aeronautical University in Florida and a Master of Science degree in Strategic Studies from Air War College. He holds a Bachelor of Science degree in Human Factors Engineering from the U.S. Air Force Academy and is a Distinguished graduate of the Air Command and Staff College. \nAmbassador Gordon Sondland is a BENS member and a member of BENS’ Ambassador’s Council. In 2018\, he was appointed to serve as the 20th U.S. Ambassador to the European Union by President Donald Trump and was unanimously confirmed by the United States Senate in June 2018. He served as the U.S. Ambassador to the EU until February 2020. In this role\, he was one of the highest-ranking U.S. officials in Europe and his portfolio included trade\, energy\, national security\, defense\, agriculture\, and several other files. \nAmbassador Sondland’s community service includes positions on Oregon Governor Kulongoski’s transition team\, as well as service on the Commission for White House Fellowships to which he was appointed by President George W. Bush. He was elected as its Chairman in 2009 and he served until 2011. Ambassador Sondland was appointed by Governor Kulongoski as Chairman to the Governor’s Office of Film and Television in 2002. As one of the longest serving members and Chairs\, Ambassador Sondland helped to preside over the growth of Oregon’s film and television industry. Ambassador Sondland has also served as a member of the U.S. Bancorp Advisory Board and on the Board of Visitors of the Sanford School of Public Policy at Duke University. \nAmbassador Sondland is an early adopter of the lifestyle hotel concept\, and started his career in hospitality when he formed Provenance\, opening its first – Hotel Lucia – in downtown Portland\, Oregon in 2001. He is an active investor in multiple industries\, and an avid art collector. \nAnja Wehler-Schöck (Moderator) is the International Editor of the Berlin daily Der Tagesspiegel and member of its Editorial Board. In 2022\, she founded the paper’s international affairs desk\, which she subsequently headed until the end of 2024. Prior to that\, she worked as the Editor-in-Chief of the IPG Journal\, a debate platform for issues of international and European politics. She previously worked as a social affairs officer at the German Embassy in Washington and headed the Friedrich-Ebert-Stiftung’s office for Jordan and Iraq in Amman from 2012 to 2017. \nMs. Wehler-Schöck is a frequent commentator on international affairs\, European politics\, transatlantic relations\, and security policy. From 2005 to 2007\, she served as Adjunct Lecturer at the Free University of Berlin\, Germany. SUMMARY:Berlin: Prescription for a New Transatlantic Order:  Tariffs\, Pricing\, and the Future of Healthcare
DESCRIPTION:[vc_row][vc_column][vc_column_text]The ACG\, FGS Global\, and the Freund des American Council on Germany will host a discussion and reception with Thomas Müller\, Director-General for Drugs\, Medical Devices\, and Biotechnology at the German Federal Ministry of Health\, and L. Daniel Mullaney\, Former Assistant U.S. Trade Representative (AUSTR) for Europe and the Middle East. \nThomas Müller serves as the Director-General for Drugs\, Medical Devices\, and Biotechnology at the German Federal Ministry for Health\, a position he has held since 2018. In this role\, he is responsible for all matters related to medicines policy\, including shaping the regulatory and reimbursement framework for pharmaceuticals. \nPrior to his current post\, Mr. Müller served as the Head of the Pharmaceutical Department of the Federal Joint Committee from 2007 to 2018\, Germany’s central decision-making body in the statutory health insurance system. In that capacity\, he played a key role in implementing the benefit assessment and pricing processes for new medicines (AMNOG)\, a landmark reform that fundamentally reshaped how innovative drugs are assessed and priced in the German market. Before his career in health policy\, Mr. Müller held positions at Charité in Berlin and University Hospital Erlangen and led the hospital pharmacy at University Hospital Rostock. He studied medicine and pharmacy in Berlin and London. \nL. Daniel Mullaney is a nonresident senior fellow at the Atlantic Council’s Europe Center and GeoEconomics Center. Most recently\, he served as assistant US trade representative (AUSTR) for Europe and the Middle East from 2010 to 2023. Mr. Mullaney was chief negotiator for comprehensive trade agreements with the European Union (EU) and the United Kingdom\, as well as trade lead for the US-EU Trade and Technology Council and was responsible for developing and implementing US trade policy in Europe\, Eurasia\, Russia\, the Middle East\, and North Africa. \nBefore assuming the post of AUSTR\, Mr. Mullaney served as senior trade representative in the US Mission to the European Union in Brussels\, where he was the principal voice for US trade policy in interactions with the EU institutions and EU member state governments\, the public\, and the international press. Prior to that posting\, Mr. Mullaney was in USTR’s Office of General Counsel for seven years\, where he represented the United States in dispute settlement proceedings at the World Trade Organization and led negotiations and acted as legal counsel for free trade and other agreements. Before joining USTR\, Mr. Mullaney was in private practice for nearly twenty years\, specializing in international trade law and litigation.
